The Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for an innovative manager to lead an experienced and motivated team of specialists in the areas of mine action (MA) and armed violence reduction (AVR).

About the job

You will shepherd the Danish Demining Group (DDG) into DRC’s new strategic period (2017-2020) by developing innovative programming while ensuring a robust quality assurance framework. You will facilitate and nurture the synergies with DDGs mother organization, DRC, expanding shared programming across DRC’s three main response platforms: emergency, solutions and addressing root causes.

You will manage DDG’s team of 8 – 10 persons at headquarters, DDG Managers in the field and a team of subject matter specialists (MA and AVR), ensuring close coordination with DRC’s Country and Regional Director’s around the globe. You report to DRC’s Head of Division for Regional Operations in Copenhagen and represent DDG in DRC’s Extended Senior Management Group.

Your main duties and responsibilities will be:

Strategic development
Lead the development and implementation of strategy for MA and AVR programming, and the production of DRC/DDG integrated Strategic Programme Documents (SPDs).
Promote effective knowledge management, and evidenced-based learning in MA and AVR.
Contribute to ongoing global debates on issues related to disarmament, weapons removal, and the prevention of armed violence globally.

People Management
Inspire DDG managers and operational staff to attain a high level of quality in their work and promote effective programming.
Model DRCs core value of cooperation, by strengthening cross departmental collaboration and actively exploring synergies with all relevant teams and units.
Lead recruitment processes of senior DDG managers and establish quality frameworks for the recruitment of DDG technical personnel.

Programme design and resource mobilisation
Ensure provision of quality technical support to DDG managers related to programme design in DDGs four operational areas.
Support proposal development in relation to description and justification of conflict analysis activities and DRC’s approach to ensuring conflict sensitivity.

Financial administration
Oversee DDG’s annual budget development process and subsequent follow-up, ensuring that operational budgets reflect organisational priorities
Support in reporting and acting on financial risk and non-compliance issues (e.g. co-financing, liquidity, HQ contributions, and audit recommendations)

Representation/Liaison
Raise the profile of DDG’s work on MA and AVR by engaging with key stakeholders, developing written communications materials, empirical studies and other publications.
Represent DDG at relevant external meetings and conferences, and maintain a strong network among MA and AVR professionals.

About you

Moreover, we also expect the following:

Required:
At least 10 years’ experience managing large projects in humanitarian assistance and development.
At least 5 years’ of management experience in mine action, weapons/ammunition management, or security system reform.
At least 5 years’ experience working for an international organisation or international non-government organisation.
At least 5 years’ experience engaging with national and international policy makers and donors for fundraising and advocacy purposes related to MA and AVR.
Experience with budget oversight and financial management of large humanitarian or development projects.
Direct experience in establishing and implementing quality management systems for humanitarian and/or development programming.
Strong understanding of the dynamics of conflict and armed violence globally and the consequences for development.
Fluency in English
Master’s degree in a relevant social sciences discipline, including (but not limited to) International Relations, International Development, International Economics, Peace Studies, Conflict Resolution or Political Science.

Desirable:
Previous experience and knowledge of DRC/DDG.
Technical qualifications for clearance, removal, management, and destruction of explosive ordnance.
Field experience in conflict affected contexts and fragile states.
Experience in using a conflict sensitive approaches to programming.
Experience of working with displacement affected people.
Ability to speak and write in Danish, French, Spanish or Arabic.

Start date: 1 April 2017

Salary and conditions will be in accordance with the agreement between DRC and AC organisations. This is a national position for which local terms and conditions apply.
