Organisational Context

Field Offices are time-bound and scalable staging posts for the Court’s operations in the situation countries, offering office space, vehicular support for missions and communications material and tools. They are also a source of information for Headquarters in terms of socio-political and security developments in the situation countries. Field Offices develop and maintain relationships with key partners on the ground in order to assist various Court actors in the execution of their roles in the field.

Field Offices are organisationally located in the Division of External Operations (the “DEO”) of the Registry and the Field Security Officer reports directly to the Chief of Field Office.


Duties and Responsibilities

Within this framework, and under the direct supervision of the Chief of Field Office, the incumbent will perform the following duties:
Provide advice to the Chief of Field Office on the security and safety risks faced by the Court, its personnel, assets, premises and activities in the area of operation;
Prepare, and implement when applicable, security Standard Operating Procedures and Emergency Plans and provide input for the planning and conduct of field missions;
Provide weekly reports related to the security situation within the country to the Chief of Field Office, or ad hoc reports in case of particular event.
Manage the security activities in support of ICC operations; Monitor the security situation across the country and provide independent analysis of emerging security threats to the field office personnel, premises and assets;
Provide advice, security training and briefings to all personnel in the Field Office and on mission in the area of operation;
Monitor travel authorisations and security clearance procedures,
Participate, coordinate and/or undertake security risk assessments within their area of responsibility as required in support of ICC operations;Liaise with Field Security Coordinator at Headquarters for substantive assistance and guidance;
Liaise with security partners on the ground and collect and maintain updated security information;
Perform other relevant duties as assigned by the supervisor.



Essential Qualifications

Education

An advanced university degree in security management, public or business administration, social sciences or international relations, with focus on security management, or a related field is required. A first-level university degree, in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.



Experience

A minimum of five years (seven years with a first-level university degree) of progressively responsible, relevant professional experience, including experience working in a police, military or other government related security service, preferably in a leadership position. Practical experience in planning and security operation, preferably in national or international setting, is highly desirable. Relevant training and professional accreditation in areas such as field security and information security is considered an asset.



Knowledge, technical skills and abilities
Knowledge of security and safety policies and risk management strategies relevant for the operations of the Court;
Demonstrated managerial skills, including personnel and budget management;
Excellent communication skills;
Ability to deliver prompt and efficient services to clients, while ensuring that high quality standards are met; and
Professional and personal integrity



Knowledge of languages

Proficiency in one of the working languages of the Court, French or English, is required. Working knowledge of the other would be considered an asset. Knowledge of another official language of the Court (Arabic, Chinese and Spanish) would be considered an asset.
