Experienced Training Mentor - Somalia

Overall objective:


The overarching objective is to train the Goodir Unit of the Somlia Police Force to such a standard that they can conduct compliant independent day/night detention operations in high threat areas, fully competent in the recovery, preservation and continuity of evidence and become a sustainable capability within the Somalia Police Force and, in doing so, align this capacity building project with the wider policing work of British Embassy Mogadishu, and other donors.

* Excellent inter-personal skills
* Previous experience at a Chief Inspector (Civilian Police) or Major (Military Police) level or equivalent
* Experience implementing a train the trainer programme
* Experience developing training syllabuses and learning materials and running training exercises
* A track record of delivering results through complex and challenging programmes in fragile and conflict affected states

* Experience of effective policing and/or military delivery
* Experience in the use of, and training of firearms
* Gender expertise
* Existing UK Security clearance of SC as a minimum
* Experience of Somalia is also desirable
* Communication skills
* Must be an English speaking expatriate
* Experience of delivering Training in a similar environment
* Previous Law enforcement experience an advantage
* Must hold clean criminal records check

Note:

* All candidates will need to be screened to SC level – or eligible for screening so only British & Commonwealth passport holders can apply. Proviso: You must have been resident in the UK for at least two of the previous 10 years immediately prior to your application, at least one year of which must have been a consecutive twelve month period unless you have served overseas with HM Forces or in some other official capacity as a representative of Her Majesty’s Government, or have lived overseas as a result of your parents’ or partner’s Government employment.

Job Duties

The Unit will have 2 full time Mentors providing training to a ‘hard arrest’ unit in the Somalia Police Force.

Train and mentor two Police units demonstrating an effective approach to maintaining current capabilities and the development of future desired capabilities, including effective team management training (Training and Mentoring will take place at Mogadishu International Airport)

· He/she will have the ability to produce coherent, logical written and oral briefs coupled with the ability to produce accurate power point lessons for training and to assess persons whilst conducting training. All mentors must also be able to work under pressure, both independently and as part of a team, while maintaining the integrity and quality of the product.

Training to include (not limited to):

* High Risk Arrest (HRA) – The unit is trained in the techniques and tactics to safely plan for and work in high risk arrest situations.
* Basic Restraint and Arrest – The unit is trained in non-lethal techniques to affect an arrest.
* Escalation of Force – The unit has a good understanding of the use of escalation up to and including lethal force.
* Static Protection – The unit is trained to conduct static protection for the following situations: VIP, compound and event protection.
* Vehicle Check Points (VCP) – The unit is trained to conduct VCPs in routine and high threat environments.
* Sensitive Site Exploitation (SSE) – The unit has an understanding of forensic evidence and biometrics, physical evidence identification, preservation, recording, storage and continuity.
* Search – The unit can conduct evidential searches e.g. people, places and vehicles.
* Medical – The unit is trained in basic first aid and pre-hospital trauma care.
* Communications – The unit is trained in voice procedure, brevity, phonetic alphabet and trained to use inter-patrol radios.
* Navigation – The unit is trained in basic map reading and the use of a GPS.
* Driving – Specific drivers have been nominated and have been trained to an acceptable standard from within the Somali Police Force.
* Target Development (TD) – The unit has a basic understanding of intelligence gathering, site selection and pre-arrest briefings.
* Orders / rehearsals process – The unit is trained to produce, deliver and receive a set of operational orders to a UK recognised standard and understand the necessity for mission rehearsals.
* Weapon Handling – The unit has received AK variant training and passed a standard weapon handling test.
* Manual Method of Entry (MMOE) – The unit is trained in manual techniques to gain access to premises quickly.
* All team officers have being taught how to conduct and plan a lesson and conduct a live range. This still needs mentoring until they are at a suitable standard. The train the trainer mentality is currently the training model of the UK mentors.
* Fast time evidential searching after high risk arrests, including taking over prisoners from RRT. The CTU are trained to work with the RRT when they are making a High Risk Arrest, carry out fast time searches, gather evidence and take prisoners into custody.
* Interviews – CTU members have received training in conducting a compliant interview of suspects.
* Basic file management and IT skills.
* Forged Documentation – A selection of the CTU attended a course in identifying forged documents and should be able to identify fake travel documents.
* Exhibit gathering and retention – Specific members have been trained to be exhibit officers and are able to complete a UK 101, ensure that all evidence bags are marked properly and exhibits are stored in the correct manner.
* Photography – Specific members of the CTU are trained in photography, which includes the photographing of scenes, exhibits and prisoners
* Risk Assessments – Officers have been in trained in carrying out post deployment risk assessments which includes address/location recce.
* Briefing – Team leaders have been trained in providing post deployment briefing to the teams.
* Statements – members are trained in providing statements and taking statements from witnesses.
* Dealing with Prisoners – members are able to book prisoners into a UK complaint custody, store prisoner property, take fingerprints and photographs.
* Intelligence – Officers are able to gather intelligence on suspects and sites prior to deployment.
* Case Files – Officers have been trained using UK case files and are able to complete a basic case file from start to finish.
* Sensitive Site Exploitation – All members of the CTU are trained in physical evidence identification, preservation, recording, storage and continuity. Officers fully understand forensic evidence and biometrics.
