Logistics/Security manager

Main Responsibilities
Under the responsibility of the Area Coordinator, and in collaboration with HI’s Iraq mission headquartered in Erbil, you will be in charge:
Contribute to the opening of one (or more) field bases and the correct management of the needed logistic services, with the support and collaboration of the Support Service Coordinator and the mission Logistic Manager;
Manage the selection, rehabilitation and maintenance of HI’s premises (offices, guesthouses, warehouses, rehabilitation centres, etc.) in the intervention area;
Manage the installation of energy systems (e.g. generators and battery backups), water systems (e.g. water tanks and pumps), communication systems (fixed and mobile phones, satellite internet systems, etc.) in HI premises;
Manage HI’s fleet of vehicles in the intervention area;
Manage HI’s local supplies of equipment and materials in the intervention area (market assessments, purchase orders, quality assurance, warehousing, etc.);
Coordinate with HI’s Iraq mission for supplies of equipment and materials from Iraq;
Provide the coordination with all information required;
Ensure the respect of the logistic procedures of HI’s and its donors in the intervention area;Security conditions: medium to high level of insecurity in the intervention areas. Low to medium level of insecurity in Iraq.
Represent HI with local suppliers, landlords, border authorities (for supplies), construction and rehabilitation companies, and Logistic Managers of other humanitarian actors;
Ensure the implementation of safety and security policies, support the Area Coordinator in security management, and manage security during absences of the Area Coordinator;
Recruit, train and manage his/her team in a professional way, ensuring efficient communication, regular coordination meetings and reporting, and strong team spirit

PROFIL RECHERCHE
At least 4 years of professional experience in humanitarian / emergency contexts
At least 2 years of experience in logistic management in field bases and/or programs (supply, fleet and premise management)
Solid work experience in at least one technical logistic sector: energy systems, water systems, IT / communication systems, and/or rehabilitation/construction of premises. Experience in two or more sectors is a strong asset
Experience in security management and/or context analysis is a strong asset
Previous experience in opening field base is a strong asset
Experience in Iraq, Syria and/or in other Middle Eastern countries is a strong asset
Strong team management skills
High level of autonomy and initiative
Strong internal and external coordination and representation skills
Strong organisational skills
Strong interpersonal and intercultural skills
Ability to work under high pressure
High level of motivation and proactivity
Fluency in oral and written English is compulsory
Arabic and/or Kurdish skills are a strong asset
Strong computer skills (use of MS Word, Excel, Outlook and other relevant software).

CONDITIONS
Status: salaried contract according to experience (from 2,700 euros gross + perdiem + hardship allowance)
Start: 2016, December, 1st
Duration: 6 months (renewable)
Living conditions: guesthouse shared with other expatriates (no charges).
Travel: this is a mobile position. You should expect to spend around 80% of your working time in the intervention areas and 20% of your working time in Iraq. In addition,to punctual visits to Amman and other capitals in the region for meetings
