Security Manager, Libya

Job Description: 
The collaboration will start in Mid September/ October 2016.
The main duty station will be 50% Tunis (with remote control in Libya) and 50% to Tripoli (if security situation allows it).
The person will respond to the Head of Mission and will refer to Desk Officer and Security Advisor at HQ level.
The person will work in collaboration with local and expatriate staff working in Libya and Tunisia

Main tasks and duties
Support the HoM to effectively manage safety and security issues within country programmes

Develop and Reviewing Security plans.
Implement and monitor the security and safety plans, including reporting to HoM , SA and Desk
Coordinating safety and security assessments of programmes and make recommendations and check implementation, accordingly.
Develop and maintain relationships with diverse personnel who impact security of personnel. These include but are not limited to local village leaders, police, military, other NGOs, UN and government leaders.
Develop, manage and train a team of national security officers
Country incidents reporting.
Monitoring and analysis of security incidents and ‘near misses’
Participate in country security coordination mechanism and reporting accordingly; working closely with other national and international NGOs security colleagues in the region directly or through a delegate.
Keeping regular contacts with Italian and/or European Embassies or UN Officials on security

REQUIRED COMPETENCIES
Degree in political science, international relations or in a security-related field
Sound experience (5 years minimum) and competences in the field of safety and security management, gained within development cooperation and/or humanitarian aid
Demonstrated experience in the same position, preferably in North Africa or Middle East countries emergency and in post emergency context
Operational experience in post war / disaster affected environments with NGO. Experience of working in hostile environments
Ability to formulate and communicate analysis of security environment
Ability to prioritise security related tasks and complete reports to deadlines
Ability to develop, deliver and evaluate training for multi-national staff
Good interpersonal skills with the ability to communicate at all levels, establish information and security networks, and coordinate with country authorities, militias, donors, International Organisations and local NGOs
Willingness to work in uncertain security environments. Self-motivated with the ability to work autonomously in a highly stressful and challenging environment.
Ability to coordinate activities, building and maintaining positive working relationships
Ability to understand complex security situation and advise programme design accordingly
Ability to analyse information to develop a complete picture of security situations
Very flexible and with a positive attitude
Ability to work under pressure (instable environment, of deadlines)
Excellent organisational and time management skills
Excellent problem-solving and analytical skills
Goal-oriented
Computer literacy, particularly in Microsoft Office Programmes such as Word and Excel as well as accounting packages & other database competencies
Excellent knowledge of English – written and spoken
Knowledge of Arabic


DESIRABLE COMPETENCIES
Prior experience in North Africa and/or other complex areas.
Effective team membership integration ability.
