ICITAP Support Specialist

Responsibilities & Duties

The ICITAP Project Office in Kyiv, Ukraine is a law enforcement development organization whose mission is to work with the Ukrainian Government to develop effective, professional, and transparent law enforcement capacity that protects human rights, combats corruption, and reduces the threat of transnational crime and terrorism, in support of U.S. foreign policy and national security objectives.

The Project Office currently maintains a staff of nearly 40 persons overseeing the conversion of the former Soviet militia in to the new Ukrainian national police. Over the next year the project team will primarily be focused on standing up patrol departments in most of the country’s major cities.

The Kyiv Project Office requires an Operations Support Specialist that will part of the administrative team that handles personnel, financial, and the other administrative elements of the program’s activities in Ukraine. In this role you will be responsible for overseeing corporate procurement and the office’s local purchases. You will also facilitate the work of the visiting police advisers from the US and third countries

This is a non-accompanied mission based full time in Kyiv, but will travel to regional locations in the country as required by project activities. 


MINIMUM TANGIBLE QUALIFICATIONS:
At least 4 years experience in public administration or project support position.
Bachelor’s degree or higher.
Ability to take lead on projects and follow through with them.
Demonstrated experience working in overseas missions, budgets, and with long hours to achieve mission success.
Must be able to obtain a Public Trust clearance prior to deployment which requires US Citizenship
Experience in office support in a fast paced environment
Must have prior work experience dealing directly with finance, administrative or procurement

PREFERRED QUALIFICATIONS:
Past experience in overseas project management.
Russian or Ukrainian language skills is desired
Past experience in government or law enforcement in a support role
