Job Description
The Protective Services Manager (PSM) will be based in Sydney, Australia and be responsible for the protection of all corporate assets to include employees, premises, property, and reputation for the Sydney, Melbourne and Perth operations. The PSM will develop cost effective plans to manage access control and security risk to the bank. The PSM is a member of the crisis management team and is the in-house consultant to management on response to threats and natural disasters. The PSM will be the bank’s liaison to law enforcement and advice the local leadership on security related legal and regulatory requirements. The PSM may conduct internal investigations related to due diligence, employee background inquiries, and ethical breaches when required. The PSM is part of the Life Safety team that assures employee safety and health by setting and enforcing safety standards.
The PSM is a member of the APAC Protective Services team and reports directly to the Regional Security Manager for S.E.A and Australia. The PSM will also be responsible to the local Office of the Chief Operating Officer (COO). The PSM will proactively report to APAC Protective Services and to the local COOs on security and safety operations on the ground at his/her locations. Additionally, the PSM will manage in country Corporate Security spending on routine security operational activities.
Responsibilities
Risk Management
Identify and assess in country risks and develop plans to mitigate key exposures to people, operations, assets, information, intellectual property, and reputation.
Provide security consultancy and support to the local business leadership.
Perform security risk assessments based on vulnerability criteria to determine appropriate levels of protection and security necessary for business sites and events.
Ensure reputational risk and impacts to business are addressed when implementing security measures.
Security and Crisis Management
Recommend and coordinate procurement, installation, and operation of security equipment at bank facilities.
Implement security procedures to prevent, detect, and respond to security situations.
Coordinate and collaborate with internal and external peers to enhance the efficiency of security operations.
Develop and support emergency response teams and manage the security function for incidents, emergency response exercises (e.g. building evacuation drills), and Corporate events and conferences.
Develop a robust warden system within the location / sites.
Assist in developing, maintaining, and implementing emergency management procedures and plans.
Support implementation of safety and security awareness programs. E.g. information security, personal security programs, travel security, new employee orientation.
Ensure security risks are communicated to the leadership / organizational units and provide guidance in developing a response / mitigation plan.
Support / conduct investigations in support of Global Financial Crimes & Compliance, HR, and Legal & Compliance.
Support / provide executive protective services during VIP visits.
Support business continuity plans for local sites in close cooperation with the Office of the Chief Operating Officer (COO).
Projects
Ensure security requirements are considered during planning and implementation of new projects / business expansion (e.g. new business locations, work area recovery centers, data centers).
Assist / guide Management in assessing new security technologies.
Perform special projects as required (e.g. development of training courses, meeting with auditors and regulators)
Working with Contractors
Maintain oversight of security vendor contracts, security equipment maintenance agreements and security consultant services.
Assure security vendors comply with Bank due diligence and procurement requirements, local government regulations on security certifications and labour laws (e.g. minimum wage, hours worked, holidays) and other legal requirements.
External Liaison
Establish liaison with local law enforcement agencies, government regulatory agencies, the intelligence community, and private industry security counterparts as required.
