This is a Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL) Contract to provide 24/7 static security for the following locations:
The NIU compound is approximately 400 meters x 200 meters and is designed to accommodate up to 500 Afghan members of the NIU. Within the larger compound is a smaller sub-compound (approximately 50 meters x 80 meters) that houses expatriate staff. The NIU compound is equipped with a 50 meter, 100 meter, and 300 meter shooting range. The NIU compound also has a Helicopter Landing Site (HLS) (approximately 80 meters x 80 meters) this is located next to Entry Control Point (ECP) 2B.
OVERVIEW
The Site Security Manager has responsibility for the security of all client personnel and operations in their designated site. They will lead, administer, command, coordinate, prepare and train a team of static security guards in order to achieve this objective.
MISSION
To manage static security operations in such way as the safety of client personnel is assured consistent with Olive Group North America’s obligations to its client and with due regard for the safety and security of assigned Olive Group North America personnel and assets, for project timeframe, budget, scope of work, Olive Group policy and applicable laws.
KEY TASKS AND RESPONSIBILITIES
The routine tasks and responsibilities are as given below, though these may be adjusted from time to time on instruction from the Line Manager.
Operational Delivery

KEY TASKS AND RESPONSIBILITIES

Operational Delivery
- Lead and direct the guard force in accordance with the site Security Plan and assist in the assessment or risk and development of the plan.
- Conduct training as specified by the Olive Group North America training directive to ensure that guards comprehend their role, their responsibilities as security officers and are competent in the use of equipment assigned to them.
- Comply with Olive Group North America’s Standing Operating Procedures and the policies and procedures laid down in the Quality Management System to the extent that Olive Group operations are consistent with the demands of Standard PSC.1-2012.
- Ensure that all members of the guard are fully appraised of the prevailing threat and that they are prepared for incidents arising in compliance with Standard Operating Procedures.
- Ensure that all members of the guard respect International Humanitarian Law and International Human Rights Law in all aspects of their work.
- Liaise between Olive Group North America, the guard and client personnel, the Site Security Manager assumes the role of first point of contact for any issues arising within the guard force.
- Maintain standards of performance of the guard force across the wide range of disciplines inherent within the guards’ primary function.
- Maintain minimum standards in all guard posts including access control and patrolling, communications procedures, firearm handling, compliance with Standard Operating Procedures and comprehension of Olive Group North America’s obligations towards Human Rights Policy (Policy A-5).
- Manage all Olive Group North America equipment issued to the guard force, ensuring that allocated equipment is recorded, properly maintained, and used effectively and efficiently.
- Maintain accurate records for all training conducted and ensuring that guards sign individually for training received.
- Brief clients about issues concerning their security.
- Conduct basic risk assessments of specified locations as directed by the Olive Group Project Manager or Operations Manager in accordance with Olive Group North America guidelines on risk assessment.
- Conduct performance appraisals of all the guard members as required by Olive Group under its performance appraisal programm (C-14). Identify work place hazards or potential or actual non-conformities with Olive Group North America procedures and communicate this immediately to the Olive Group North America Project Manager.
- Comply with health & safety standards consistent with the requirement to follow such procedures and regulations as may be laid down by Olive Group, its client or the host state including;
- Fire response drills
- Personal and Catering hygiene
- Olive Group Life North America Saving Rules
- Prohibition of the abuse of alcohol and narcotics or intoxicating substances.
- Comply with Rules for Use of Force (RUF) and the laws of armed conflict consistent with the requirement for personnel to be intimately familiar with procedures and regulations laid down by Olive Group North America in conjunction with the Client, host state and international laws including the principles of
- Graduated and proportional force response (GFR) after warnings
- Last resort
- Right to self-defense
- Absolute familiarity with and compliance with Olive Group North America policies and such procedures that are pertinent to the role (e.g. Project Standard Operating Procedures)
- Compliance with rules requiring personnel to reject bribery and corruption laid down by Olive Group, its client, host state or international laws including the principles of;
- Rejection of the offer of or acceptance of any favour or any financial or material inducement intended to influence a business decision or official action.

- Must be able to provide solid leadership, guidance and advice on all issues relating to security supervisor level security operations.
- Able to work in isolation under stressful conditions in close proximity to local national personnel.
- Be able to command respect and engender support from all levels, including other Olive Group North America personnel, clients and local community members.
- Be able to establish effective and relaxed communications with clients, local nationals and their guard. Be firm but approachable and be a competent instructor.
- Be able to anticipate operational requirements whilst being aware of the budgetary limitations of commercial contracting. Have the ability to forward plan for future operations and anticipate the evolving risk landscape.
- Be able to relate to and engender the trust of the local National Guard and clients. Must be able to deal with, on a daily basis, the administrative requirements of the guard. Be able to express a firm opinion in a calm, polite and concise manner even in high risk and high pressure circumstances.
- Display enthusiasm and a determination to succeed
- Competency in Information Technology and ability to operate MS Word, Excel and PowerPoint.
- Formal training in the communication systems in operation within the project.
- Possessing an experienced based knowledge of training procedures in order to maintain the operational effectiveness and compliance of the assigned team.
- Minimum of 5 years’ service in a regular army, reaching a minimum rank of senior non-commissioned officer and with at least 2 years in that position; and.
- Minimum 1 year in the private security sector or other commercial sector (such as health & safety, or oil & gas, facility and compound security) with similar characteristics and challenges; or
- Satisfactory completion of a recognized leadership course
- Satisfactory completion of a criminal record check within the recent 12 months
- Previous operational experience relevant to the Middle East region
- Previous operational experience in a high threat environment
- Previous operational experience in the client’s sector (Operational Security) is preferred.
- Completion of a Department of State approved Medical Clearance (self) Declaration and Medical Examination is required, which must show current or pre-existing conditions that might cause personal accident insurers to refuse cover or reject claims under the Personal Accident or Emergency Repatriation policies.
- Service with Olive Group North involves demanding work in high temperatures and remote locations and will include wearing of Personal Protection Equipment and some heavy lifting which may include the lifting and carriage of an injured colleague. Running and rapid physical motion may be required for personal safety. Personnel will be required to use a weapon, and to hear and respond to verbal instructions and at times may be exposed to loud noises. Equipment typically carried all day every day amounts to approximately 35 Lbs
