Qualifications
Experience from working as a Security Officer in a humanitarian/recovery context
Previous experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
Fluency in English and Russian
Significant understanding of complex emergencies and crisis contexts
Political and cultural awareness and experience of working where insecurity is a major issue
Must be able to prioritize and have excellent multitasking, documentation and reporting skills.
Good problem-solving skills, diplomatic and self-directed.
Good analytical skills
High-level competency in computer skills (common Microsoft Windows and Office applications)
Proven communication, interpersonal, representation, negotiation and leadership skills
Diploma or certificate in the field of Security, Political Science or other related field
Previous experience working with other NGO’s on security related issues will be an advantage.

The Norwegian Refugee Council (NRC) is a non-governmental,

and offers assistance within the shelter, education, emergency food
security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.
The Security Officer is a key member of Area Office team. The Security Officer works under the direct supervision of the Area Manager with functional links to Security Advisor. This position requires extensive experience in security analysis, gathering information and coordination with local authorities and other stake holders. Responsible for implementation of NRC safety and security procedures on Area Office level. The incumbent for this position above all must be trustworthy and have a strong ability to implement policies.

Conduct regular security and risk assessments to identify safety and security needs
Train staff in safety and security and provide regular briefings and updates
Immediately report all breaches of safety and security procedures and all threats to NRC staff, beneficiaries, activities or assets
Facilitate staff evacuation in emergency situations
Supervise, train and develop eventual security staff at office level
Liaise with UN agencies, NGOs and other external actors to gain security information
Ensure vehicle and staff movements are monitored according to procedures and that necessary safety and security equipment are available and in good condition
Prepare security updates and reports as required
Any other duties that will be assigned by AM/CD
