MISSION CONTEXTA critical humanitarian situation
According to UN latest figures about 11 million people are affected by the crisis within Syria (with about 6.5 million IDPs) and about 3 million have sought refuge in neighboring countries . The current humanitarian response is far from answering to most urgent needs, growing by the day, with a partial coverage only.
More than 3 years after the initial start of the crisis, numbers of injured within Syria and neighboring countries is still rising, with a patent lack of immediate rehabilitation and psychosocial relief.
In addition; local communities and displaced communities are exposed to a high level of contamination from Explosive Remnants of War such as unexploded bombs, cluster munitions, man-made booby traps and landmines. There is urgent need for a comprehensive Mine Action approach which includes dissemination of risk education, collection of data on victims, impacted areas as well as clearance and disposal of ERW where possible.
Voluntary returns and pendulum movements are hurrying the need for the delivery of Mine Action services.
PROJECT OBJECTIVES
HI implementation
After an initial assessment in March 2012, HI emergency division is implementing since May 15th 2012 anemergency intervention targeting the most vulnerable people affected by the Syrian crisis in Jordan and Lebanon. The implementation aimis at supporting people with injuries and other vulnerable groups (including people with disabilities). HI is addressing those issues through community outreach, and benefits from the trust and cooperation of communities’ representatives, local stakeholders and other field implementing organizations.
HI regional strategy
HI decided to develop and strengthen a regional strategy along 5 central points:
1.Disability and Vulnerability Focal Point
2.Physical rehabilitation
3.Basic Needs
4.Inclusion
5.Risk Education and Clearance Activities
Kobané - Northern Syria
HI intervention in Kobané started in May 2015 following a technical assessment by HI’s senior Mine Action Technical advisor. Handicap International deployed 2 Quick Response Teams made up of existing local capacity and managed by 2 international EOD experts. The aim is to provide onsite continuous training of these 2 teams whilst carrying out clearance of high impacted areas in and around Kobané town. Risk Education and Data Collection teams are also deployed to deliver safety messages to local population and returnees.
Actual activities
The actual intervention context is characterized by important security issues and political sensitivities. .
· Represent HI with local authorities, in the respect of HI mandate and image, and within the frame defined with HoM;
· Represent HI with humanitarian actors present in the zone
· Under request of the HOM, coordinate HI’s participation in Mine Action working groups and protection working groups or other relevant humanitarian coordination meetings.
2.Programme implementation and development
· Coordinate the development of the programmer strategy and new orientations in coordination with the Chief of Operations and the HoM
· Identifies and seek out funding opportunities for humanitarian mine action and projects that support the heald and disability sector in line with the regional programmer objectives and strategic plan
· Coordinate project design and proposal development processs by working with the Chief of Ops, project managers and HQ technical advisers
· Write new project proposals to ensure sustainable funding and adequate means of implementation
· Insure necessary technical assistance or other project input from consultants or HQ staff
· Work with project staff to ensure all financial and narrative reports are submitted to donor and HQ in a timely and compliant manner
· Work with project staff to ensure the proper maintenance of all files, records and documents relating to the activities of the projects
· Develop regular plan of action to regularly evaluate the projects progresses in line with the defined project objectives
3.Security management
· In close coordination with the Chief of Ops and the Senior Technical Advisor at HQ, ensure that the Standard Operational Procedures are in place, up to date and implemented.
· Manages all cross border issues with the support of HOM and Security Officer
· Ensures the implementation and respect of all security rules;
· According to the context analysis, propose update of security documents to Security Officer for potential approval
· Maintain the local networking through meetings & send minutes to Security Officer
· Supervise the management of communication means in the field.
· Organizes security meeting at local level with all relevant HI staff;
· Participates to external security meeting on HOM request;
· Update regularly the HOM and SO with security and context information
4.LOGISTIc supervision (in close link with the logistiS coordinator)
· Supervises the Administrative officer ;
· Supervises administrative issues of HI intervention at local level for the base and other field areas (BFU, forecast, legal issues);
· Responsible for financial movements in the base & all other field bases (cash control, cash requests…etc.);
· Informs the administrative coordinator about issues in the running of administrative department at local level. Suggests adaptation to the administrative coordinator based on local context.
6.Team management
· Ensures a good communication –coordination – information with and between team members,

- Recruitment training and deployment of 2 Quick Response Team for clearance.;
- Identification of high priorities areas for clearance in coordination with local authorities.
- Clearance of identified areas, including safe disposal of items of ERW.
- Reduction to the risks and effects posed by ERW , through Risk Education

MAIN RESPONSABILITIES OF THE EXPATRIATE
Under the direct responsibility of the Head of Mission and in close cooperation with the coordination team on the North Syria mission, he/she will be in charge of:- Represent Handicap International towards local authorities and partners at local level;
- Managing the HI Mine Action response in Kobané - Influence strategic direction of the response in coordination with the HoM and the Chief of Ops.
- Ensure security of the staff members, operations and means related to the program under his/her responsibility, in strong coordination with the security officer;
- Ensure application and respect of logistics, accountability and financial procedures, based on the direct supervision and support of Administrative and Logistics Managers;
- Ensure the operational management of the team placed under his/her responsibility (international and national staff);
- Ensure smooth and regular reporting of activities by all member of your team.
MAIN TASKS OF THE EXPATRIATE
1.REPRESENTATION of HI (by delEgation from the HOM)· Represent HI with local authorities, in the respect of HI mandate and image, and within the frame defined with HoM;

- Supervises the management of the base & all other field bases (security of the bases, equipment, maintenance);
- Supervises management of HI Equipment;
- Supervises management of transports and vehicles;
- Inform the logistics coordinator about issues in the running of logistics department at local level. Suggests adaptation to the logistic coordinator based on local context.
· Supervises the Administrative officer ;
· Supervises administrative issues of HI intervention at local level for the base and other field areas (BFU, forecast, legal issues);
· Responsible for financial movements in the base & all other field bases (cash control, cash requests…etc.);
· Informs the administrative coordinator about issues in the running of administrative department at local level. Suggests adaptation to the administrative coordinator based on local context.
6.Team management
- Responsible for and support the Base Chief of Ops on the field on the strict application and respect of HI internal regulation by the teams
- Defines with each member of his team under his direct supervision an action plan to achieve objectives that have been defined;
- Provides support and advices to his team members;
- Facilitates coordination among key staff members of Programme, Administration and Logistic teams.
· Ensures a good communication –coordination – information with and between team members,
- Provides feedbacks about programmatic and strategic issues raised by his team;
- Follows up and participates to the professional and personal evolution of the member of the teams under his supervision ; individual interviews, appraisals, etc
- Ensures conflict resolution within his team and keep the HoM informed about this;
- Proposes relevant adaptations to the organizational chart and participate to its implementation (job description… etc.) in link with HoM and coordination team.
- Supervises the Project Manager (s)
- Supervises the implementation of HI programme in the base and other field areas in accordance with multiple objectives, activities and targets outlined within donor proposals, in line with programme budgets, and with a particular attention to quality and integrated approach
- Provides support to the project team (daily organization and management, identification of attention points, external coordination-referrals, internal coordination within the project frame and coordination with other HI departments);
- Participates in the design of the programmatic strategy, and in its constant adaptation regarding evolution of the humanitarian situation;
- Mobilizes technical advisors (via the HoM) to support project team in specific issues, especially qualitative ones;
- Mobilizes the coordination team to realize diagnostics, monitoring assessments or development of new projects / activities;
- Contributes to monitor the relevancy and the quality of the projects; encourage the coordination.
- Facilitates regular reporting on activities to the HoM upon his/her solicitation (Minutes of meeting…etc.);
- Participates to intermediate and final project reporting;
- Provides a monthly sitrep to HoM;
- Provides the HoM and desk officer with a mission report and/or handover document at the end of the assignment;
- Debriefs at HQ at the end of assignment (and during Home-Break).
Educational background and experiences:
- Minimum 3 years in the humanitarian field with at least one experience as field coordinator in an INGO;
- Experience in emergency and post-emergency contexts.
- Strategic level planning ability
- Ability to work under high pressure with a great level of personal organisation;
- Strong communication, analysis and reporting skills - Experienced team manager;
- Knowledge of Near East an asset;
- English mandatory (oral and written);
- Professional sense of security and confidentiality
- Strong interpersonal and intercultural skills;
- Motivation to work in a volatile and unsecure environment;
- Status: salaried contract according to experience
