Summary:
Laos is historically one of the first HI’s missions at the creation of the organization in 1983. Mine Action Projects related were initiated in 1996. From 1996 to 2006, HI was operating as a technical advisor of UXO Lao (national operator); field operations started in 2006. Today the projects is based in the most heavily contamined province of Savannakhet. They aim to prevent accident caused by UXO including cluster-munitions through survey, land clearance, roving intervention and risk education of the population. It aims also to enable broader development initiatives by releasing safe lands to the communities. There is also a Victim Assistance.

There are 3 mine actions operators in Sepon area: HI, UXO Lao and Halo Trust. HI started its 4 years mine action programme in 2013 and the team is today composed of around 140 people. Since January 2015, risk education and survey staff have been merged to form the Community Safety and Risk Management (CSRM) teams. There are 3 CSRM teams, each one composed of 1 CSRM Team Leader (technical EOD 2 profile) and one CSRM Officer (risk education officer profile). As a CSS and Information Manager you will be part of one of those teams.
You, and also the rest of the team, could be required to follow lao courses throughout the mission dates in order to enhance your lao speaking capacities and ease interaction with beneficiaries, partners and HI teams.


Position Summary:

You will work under the responsibility of the Field Coordinator and in strong coordination with the Chief Operations and Head of Mission. In your position, you will manage directly a team composed of 1 data manager, 3 CSRM team Leader and 2 RE (Risk Education) Officers.
As a CSS/ Information Manager, you will ensure the overall management and coordination of the activities related to the Community and Safety Risk Management and to the Information Management.

Within the framework of your position, you will be responsible of Managing:

  • the CSRM component of the programme to implement it in line with the programme strategy, objectives and indicators.
  • the risk Education school-based component of the programme to implement the training of teachers (ToT) project in line with the programme strategy, objectives, indicators and with the partnership agreement signed with the NRA and Ministry of Education and Sports
  • the data and Information Management system
  • the budget and logistics means related to the CSRM, ToT and Data Management Team.
  • the human resources assigned to CRSM, ToT and DMT staff to guarantee the HR to evolve in their job in line with the HR policies.
Candidate Profile:
You have:
  • A University degree in relevant subject
  • An experience in database management/monitoring and evaluation and in Community Liaison (an experience in Mine Risk Education would be an added value)
  • An experience of at least 2 years in project management
  • Skills in using Excel/ databases/ statistical software
  • Good interpersonal and cross cultural skills
  • Good communication spoken and written skills
You are:
  • Patient, with a good ability to listen
  • Able to work under pressure and with a tight planning for high objectives
  • Able to take decisions
  • Able to represent, liaise and negotiate at different levels
  • Someone with mentoring skills
Required Language & Skills:
You are fluent in English (speaking and writing fluently. Lao speaking skills would be a huge plus.

Job Environment
Sepon is a safe small city, with near few local restaurants serving beers and displaying Karaoke, sport grounds as well as a small but cute waterfall.
The office is located in a large compound where the support and operational teams coming from outside Sepon city and Savannaket province live.
You will live in a collective housing if single (no contributions to be paid) but this position can be accompanied.

Employment Conditions
Length of the assignment : 6 months renawable
Salary: 2050-2400€ gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner
Or
Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner
