Anti-Kidnapping Project Manager

Overview:
The incumbent is responsible for coordinating the implementation of anti-kidnapping law enforcement strategies and training programs at the federal, state and local level, a component of the Merida Initiative’s police professionalization and capacity-building project.Duties may include assessing current strategies, training, and equipment and making recommendations for improvements and changes orally and in writing; to
gain consensus from project partners; to provide recommendations and INL/Mexico policy and program staff; and to monitor and report progress.

Incumbent receives guidance and tasking from Senior Projects Manager, Program Coordinator, or Law Enforcement Programs Officer and may travel as required to provide appropriate oversight to projects and to interact with host nation project counterparts

Supervisory Responsibilities:
  • There are no supervisory responsibilities associated with this position.
  • Education and/or Experience:
  • Bachelor’s degree in international relations, law enforcement, public policy or related field (10 years professional law enforcement experience can be substituted)
  • A combination of ten (10) years of law enforcement and/or project management experience with a minimum of two (2) years in project management and two (2) years of recent anti-kidnapping investigative and training experience.

Knowledge, Skills, and Abilities:
  • Must possess strong analytical, communication and inter-personal skills,
  • Working knowledge of the Microsoft Office suite to include Word, Excel, and Power Point.
  • Ability to learn new software: s@mepage project management module.
  • Very strong written and oral communications skills.
  • Experience briefing in Spanish and English.
  • FSI level 4/4 English
  • FSI level 3/3 Spanish


Security Clearance:  SECRET Level Required

Must have a current US Government SECRET Personnel Security Clearance or be able to successfully complete a U.S. government administered Investigation.
Must be a U.S. Citizen.
Must also be able to maintain a US Government SECRET clearance.

The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this position. The employee must be able to stand, walk and sit for a prolonged period of time; use hands and/or fingers to handle or feel objects, tools or controls; operate office equipment; reach with hands and arms; climb stairs; balance; stoop; kneel; talk and hear. Specific vision abilities required by the job include close and distant vision. The employee must occasionally lift and or move up to 50 pounds.

Travel:
This position is based in Mexico City with possible travel to other destinations within the country Domestic travel may be required for training and program coordination.

Work Environment:
This work is performed in both an office and field environment. The positions offered are full-time, 40 hours per week, which may include Saturdays, to be set by the needs of the program.
