Purpose of the Position
Under the overall supervision and guidance of the UNICEF Representative, advise CO Management on Security issues and assist UNICEF CO and staff members in implementing security measures and compliance with MOSS/MORSS. Key Expected Results
Prepares maintains and updates any UNICEF Niger specific office security and contingency plans in accordance with the provisions of the United Nations Field Security Handbook and any other UNDSS security directive.
Prepares comprehensive 'Security Risk Assessment' of UNICEF's vulnerability in Niger, in consultation with the SMT, to include all locations in the country where UNICEF staff and dependants are present. Assisting the SMT and local UNDSS in establishing and managing separate warden systems for both international and national staff. Also maintains updated staff lists, including details of visiting missions and consultants.
Coordinates any emergency medical evacuation of UNICEF staff in close liaison with the local UNDSS, local UN Medical Service, HR Niger, the Regional Office and OPSCEN. Also assists UNDSS regarding any hostage incident involving UNICEF staff.
Regularly updates the Representative and UNICEF Security Coordinator, directly or through OPSCEN, on any security development or significant event in the country. Also establishes and maintain contact with UN DO through CSA and with the National Security agencies in order to obtain the best information and protection for UNICEF staff, and operations and Security officials of diplomatic missions and international organizations, to share information pertaining to staff safety and security.
Ensures the establishment and maintenance of a functioning Emergency Communications System (ECS) for UNICEF, in conjunction with the CSA and other Agencies. Also develops implements and supervises a radio communication monitoring mechanism and conducts routine radio checks, as appropriate. Ensures radio communication training is provided to drivers, wardens, other staff members and others as required.
Establishes and maintains communication links with the Representative, Area Security Coordinators, and other single agency security officers in the Region and in designated 'safe heavens'.
Assists UNICEF Niger in developing and implementing office security requirements; conducting office security surveys and makes recommendations on physical security measures to the Representative Designated Official. Also ensure implementation of the security measures established by UNDSS and the local SMT.
Establishes and implements an access control mechanism (visitor/vehicle screening) for UNICEF premises and also assisting in the selection/supervision of office guards for the Office.
Ensures that fire safety arrangements (fire extinguishers, smoke detectors, fire escapes etc.) are in place at UNICEF premises. Preparing fire/ bomb threat building evacuation plans and conducting periodical drills.
Conductes residential security surveys of UNICEF international staff and recommending physical security measures to the staff member (on request provide this assistance to national staff) and assist staff with MORSS compliance. Also Advises staff on obtaining domestic drivers/servant/assistants and where appropriate, security guards.
Participates in the UNICEF Country Management Team (CMT) as security advisor. Upon request of the Designated Official / UNICEF Representative, participates in, or provides advice to the SMT meetings. Also undertake any other security related tasks assigned by the Representative and the UNICEF Security Coordinator.
Qualifications of Successful Candidate
EDUCATION
Advanced University and / or Certificate in specialized training or courses related to security.
A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of advanced university degree.
WORK EXPERIENCE
Five years progressively responsible professional work experience at the national and international levels in security and safety planning, management, monitoring and evaluation.
Experience in the UN is required.
LANGUAGES
Fluency in French and English required.
