These positions are located in the United Nations Stabilization Mission in the Democratic Republic of Congo. Under the overall supervision of the Chief Security Advisor (CSA), the Security Officers, report to Senior Security Officers on all security operations as assigned.

Responsibilities
Within limits of delegated authority, the Security Officers, may be responsible for the following duties:• Assist the CSA/DSA/DCSO/Security Coordination Officers in the supervision of the Security Units, as assigned;

• Draft and update security contingency plans for security units.
• Monitor prevailing local security conditions and trends and advise UN personnel, project personnel and eligible dependants on security issues;
• Serve as members of the Security Cells, contributing to implementation and evaluation of the security plans;
• Monitor air, land and sea emergency evacuation capability; conduct evacuation exercises;
• Assist in the evaluation of accessible areas, maintain tracking systems and assist in the coordination of 24-hour Emergency Response Systems;
• Contribute to security risk assessments for the area of operations;
• Monitor, conduct or coordinate security operations;
• Maintain continuing lines of communication with security focal points and other UN or non-UN stake holders;
• Assist Senior Officers in the briefing to the CSA/DSA/DCSO/Security Coordination Officers on the status, activity and requirements of the units;
• Ensure that fire prevention devices and fire-fighting equipment are available on the premises; Maintain fire evacuation plans and conduct fire drills and training as necessary;
• Conduct routine physical security inspections of facilities;
• Assume responsibility for guard force management; monitor and evaluate office physical security measures, and conduct security surveys of installations and facilities; implements security arrangements;
• Provide advice and training to UN personnel and eligible dependants on security matters, as assigned;
• Investigate security-related incidents involving UN personnel, project personnel or eligible dependants;
• Contribute to the identification of gaps in existing capability and make recommendations for amendment where necessary;
• Assist in planning of protective services for Senior UN Officials, as necessary;
• Prepare Statements of Requirement and provide technical specifications for the procurement of section security equipment;
• Monitor Security equipment and ensure minimum equipment requirements are purchased, maintained and deployed in accordance with relevant policy;
• Coordinate issuance of identity cards, background checks and entry controls, as appropriate;
• Set up and manage warden systems according to policy;
• Act as Duty Officer within the Security Section, if needed;
• Perform other duties as required.

Education
• High school diploma or equivalent technical or vocational certificate

Work Experience
• A minimum of six years with high school diploma of progressively responsible experience in the military, police or security management is required; of which
• A minimum two years of experience in airport security management is required; and
• At least one year experience and exposure at the international level and in a conflict or post conflict environment is required; and
• Desirable experience: inspection of passes and screening of passengers and luggages at airport; use of x-ray screening equipment and metal detectors, being familiar with current airport regulations and notifications of activities with security bearing; and weapon handling.Other:
• Certifications in Dangerous Goods Handling and Airport Security Management.

Languages
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; For this position, fluency in oral and written English is a requirement. Knowledge of French is desirable.
