Background

The purpose of this review is to conduct an assessment of the efforts undertaken by the Special Monitoring Mission (SMM) to ensure the security and safety of the OSCE’s personnel, facilities, information, assets and
operations throughout Ukraine but with a special focus on HQ and operations in the East of the country. It is envisaged that the review will be conducted under the co-ordination of OSCE Security Management in close coordination with the Special Monitoring Mission (SMM) and the Conflict Prevention Centre (CPC) by a number of five independent and suitably qualified security experts. Security Management will produce a report in consultation with SMM and CPC which is to include findings as well as any concrete recommendations with regard to any areas requiring improvement, development or change.
Tasks and Responsibilities
Under the co-ordination of OSCE Security management, the consultant will be tasked with:
Review and assess SMM security policies and procedures including their adoption, dissemination and implementation;
Review and assess SMM security risk management mechanisms and processes;
Review and assess SMM threat and risk assessments;
Review and assess the recruitment procedures for SMM security personnel;
Review and assess the structure of the SMM security organization;
Assess security reporting lines within the mission;
Assess the security reporting structures;
Formalise the findings of the above review and assessment into a report including concrete recommendations of improvements, developments or change.
Necessary Qualifications
An advanced university degree (Masters degree or equivalent such as a senior command and staff qualification) in engineering, military sciences, international relations or related studies; or
A first-level university degree in combination with two additional years of qualifying experience in military, police or security management may be accepted in lieu of the advanced university degree; or
A first-level university degree may be substituted with a diploma and/or certification with military experience (or relevant Police Experience) at the Officer level (or equivalent) with a minimum of 11 years of relevant experience; or if an applicant lacks both university qualifications and military experience he/she must have at least 11 years of experience with internationally recognized demining organizations;
A minimum of six years of professional experience in security management at the international organization level with demonstrated experience in security and risk enterprise analysis;
Demonstrated ability in independent and innovative thinking, willingness to challenge assumptions and behaviours in assessing risk and security issues;
Established ability to advise on policy issues and priorities and to formulate policy, plans and procedures;
Excellent knowledge of English with strong analytical and writing skills; knowledge of other OSCE working languages, particularly Russian, would be an asset;
Ability to meet deadlines and work under time pressure;
Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds whilst remaining impartial and objective.
Remuneration Package
Remuneration will depend on the selected consultant’s qualifications and experience and will be in accordance with the OSCE established rates.
