Security Coordination Officer , Haiti

This position is located in the Security Section, MINUSTAH, Haiti. The Security Coordination Officer, P-3 will act in a position of Regional Security Coordinator and reports to the Deputy Chief Security Advisor (Operations) or equivalent, as delegated by the Chief Security Advisor, MINUSTAH.


Responsibilities
Within delegated authority, the Regional Security Coordinator, (Security Coordination Officer at the P-3 level) will carry out the following duties:
• On behalf of the Deputy Chief Security Advisor (Operations), oversee all the Regional Security Offices;
• Coordinate and provide operational guidance to regional security offices, as required;
• Identify gaps in existing capability and make recommendation for amendment where necessary;
• Coordinate all administrative and operational support tasks necessary for an appropriate functioning of the Regional Security Offices, preparing inputs for the work programme, determining priorities and allocating resources, determination of the security resource requirements and preparing inputs for results-based budgeting;
• Prepare and conduct induction training for newly appointed RSOs/DRSOs and for the training of the Staff under his supervision;
• Encourage, formulate and promote active liaison with the other components (Security, Military and UNPOL), in order that information is passed between each entity in a rapid and accurate manner.
• Maintain continuing lines of communication with security focal points and all other agencies involved in peacekeeping and humanitarian missions to ensure maximum security coordination.
• Monitor and supervise the preparation of all Security Plans and related SOPs for the regions in particular and the mission area in general.
• Attend a wide variety of meetings and briefings, both within MINUSTAH, the UN Agencies, Funds and Programmes and with a number of other relevant outside agencies, i.e., Haitian National Police, other Governmental Departments and Non-Governmental Organizations.
• Ensure that any logistical supply and/or equipment requirements and needs from the Regional Security Offices are quickly identified and that such items are put in place in a timely manner once obtained in a logistically, professional manner.
• Assist the DCSA (Operations) in maintaining of an ongoing evaluation of air, land and sea evacuation routes and resources for use in emergencies, ensuring the availability of vehicles, aircraft, vessels, fuel supply and assessable roads.
• Conduct security training in such subjects as the security management system, responsibilities of Area Security Coordinators, Wardens and staff security awareness.
• Supervise the Regional Security Officers and assesses the performance of all staff deployed in the Regional Security Offices;
• Perform other duties as required.

Education
• An advanced university degree (Masters degree or equivalent) in security or business administration, political/social science or international relations, with focus on security management.
• A first-level university degree in combination with two additional years of qualifying experience in military, police or security management may be accepted in lieu of the advanced university degree.
• A first-level university degree may be substituted with a diploma from a police or military academy, which may be considered its equivalent and in combination with two additional years of qualifying experience in military, police or security management
• Successfully certification in the UN DSS Security Certification Program and Hostage Incident Management qualification is an asset and is desirable.

Work Experience
• A minimum of five years with advance university degree (seven years with a first-level university degree) of progressively responsible experience in the military, police or security management is required.
• A minimum two years of experience in security operations centres or similar with a national, private or international security organization is required.
• At least one year experience and exposure at the international level and in a post conflict environment is required.
• Desirable experience: security administration of multiple security units in a multi-cultural environment, security planning, security operations, security risk assessment, standard operating procedures, physical security, coordination with local authorities and law enforcement agencies, emergency communication system, MOSS, MORSS, crisis management, hostage incident management, logistics for security in a post-conflict environment.

Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
