Summary: UMMARY:
Centurion Risk Management Services (CRMS), an international security consultancy agency with supporting CRMS clients in the Middle East, seeks a Regional Security Consultant for both its new and existing clients in the MENA Region. This is as an independent consultant and not a CRMS employee.
The Regional Security Consultant (RSC) will be a member of the Regional Management Support Team composed of client Country Directors, Program Manager and other designated client staff. The Consultant will take on a rigorous leadership role in each country of focus and as a security and safety point person for all CRMS regional programs via Amman interagency coordination. The Security Consultant will be responsible for coordinating and advising on safety and security management for all clients, of all activities in MENA and new country programs in the region as they evolve. In addition, the Security Consultant will be responsible for formulating and submitting timely and accurate reports to HQ, while representing CRMS in region. The position is based in Amman, but requires 10-30% of time in the region.
Essential Duities & Responsibilities :
Security Sector:
Coordinates establishment of security support systems for CRMS’s clients in the region and ensures that CRMS is linked via all interagency and security coordination lists to establish CRMS’s security presence in the INGO community and attends interagency security coordination meetings.
Conducts scheduled and ad-hoc field residencies at each client site, including central and sub-offices, residencies and program delivery locations for security assessments and audits when instructed. Coordinates with client regional staff for all security matters.
Upon arrival in each program site (initially and routinely), conducts a comprehensive assessment / audit of all existing security policies and procedures on paper and in practice at program sites, offices, residencies, and with respect to vehicles; provides and implements recommendations in consultation with the Country Director or most senior Country Representative; changes must comply at minimum with Client Field Operational Procedures and associated documents.
Leads an ongoing process of establishment, review and revision of security policies and procedures to ensure understanding, buy-in, and compliance by staff; routinely revises (writes and edits) safety and security plans for review by CRMS/Client HQ’s.
Recommends and/or provides staff training on safety and security in a proactive and positive manner that promotes participation and leadership among the entire CRMS/Client team, including high risk groups such as expatriates, local national staff and women. Is knowledgeable and sensitive to training needs and issues that must be understood to promote a positive organizational profile, cultural respect.
Liaises with UN & interagency security personnel on security matters for country programs and in Nairobi; advises Client Director(s) and CRMS HQ on security issues; provides security briefings and updates for CRMS/Client staff and visitors.
Applies situation appropriate rules and guidance per Client’s Field Security SOP’s, MOSS and UNSECOORD; conducts visits to client field project offices and residential sites to assess security and safety conditions; develops comprehensive risk assessments leading to the creation of effective security plans, educates clients on the security plans and ensure compliance;.
Maps security incidents, ensures monthly security reports in all coverage countries and understands patterns and threats; facilitates the development of situation specific, coordinated evacuation plans; writes well-researched security incident reports for review by CRMS HQ.
Maintains regional country security levels as needed. Builds and maintains country security briefs, country evacuation plans, and country security procedures for each CRMS client in region.
Develops and maintains contacts with national law enforcement agencies, where appropriate; respects and is fully current at all times on political issues and local policies that impact client operations and safety.
Conducts him or herself and the CRMS regional security operations in a manner that ensures reduced risk for exposure to issues with any group or government; presents the CRMS clients in a respectful and positive manner in all interagency interactions.
Position requires:
At least 3 years of international security experience working in conflict affected countries and complex relief settings in the fields of both security & communications.
At least 2 years’ experience providing security and safety support as a manager for international NGOs (required).
A four year collage degree and or military or equivalent experience.
Demonstrated knowledge of UN, ECHO, MOSS, and other standard INGO security frameworks.
Excellent references reflecting demonstrated teamwork, maturity of judgment, tolerance for hardship and stress, leadership and integrity of character.
Fluency in English – written and verbal. Swahili and or Arabic knowledge an advantage.
Ability and willingness to train client staff counterparts; proven training leadership required.
Must be able to demonstrate strong writing, reporting and situational analysis skills.
This is a local national unaccompanied consultancy based in Amman and field and sub offices in all of MENA. CRMS clients provide living accommodations and local transportation only at out of country program sites. Personal residence and transportation within Amman is self-arranged.
