Job Summary
The Kennel Master Supervisor is responsible for the supervision, training and utilizing of specially trained dogs and Dog Handlers to detect explosive materials and devices by searching vehicles, buildings, and assigned areas to prevent the unauthorized introduction of explosive devices or matter onto the installation and operate as a member of a Force Protection Unit.
Principal Accountabilities
(Typical duties include the following, although specific duties vary by assignment or contract.)
  • Supervise handlers in dog care and handling, placement and employment.
  • Responsible for handler and dog training to include records keeping to meet contractual requirements.
  • Subject Matter Expert (SME) for all K9 related security issues and matters regarding K9 assets.
  • Conduct visual inspections of personal bags, personnel and equipment prior to boarding utilizing K9 assets.
  • Control all traffic, personnel and vehicular, around the aircraft and camp at all locations to ensure personnel and assets are protected utilizing personal and canine assets.
  • Conduct a “pat down” search of passengers as necessary reducing the risk of a visually undetected threat.
  • Rehearse and execute escape and evasion tactics needed during an on the ground/ aircraft down scenario.
  • Function as the senior ground authority ensuring passengers and aircrews safety and security until recovery by “friendly” assets, in the event of an emergency/hard landing.
  • Lead and/or be a member of a four person Quick Reaction Force (QRF).
  • Use high threat driving techniques to ensure the security and safety of the principal.
  • Other qualified duties as assigned.
Knowledge & Skills
  • Able to instruct other members of a guard force, both mobile and static, in regards to K9 capabilities and utility.
  • Able to properly utilize K9 to conduct searches for various known substances and train K9 to accommodate currency training.
  • Able to navigate using map and compass supplemented by electronic global positioning system (GPS) receivers from the air and on the ground.
  • Understand current concepts of Intelligence Preparation of the Battlefield (PB) and threat analysis to support flight operations missions to include assess and provide security assessments for future AOR’s.
  • Demonstrate effective knowledge in calling for and directing MEDEVAC assets, indirect fire, and close air support (CAS) in emergency situations as authorized.
  • Familiar with and able to perform the tactics, techniques, and procedures associated with close personal protection services and duties as needed to include CSAR.
  • Proficient using and maintaining all assigned communication devices used between program personnel, vehicles, aircraft, host nation, and US/ISAF forces.
  • Possess or able to complete required weapons qualification course on assigned weapons.
  • Have a complete understanding of the Rules of Engagement (ROE) as established by the Chief of Mission and passed to DynCorp.
  • Able to obtain and maintain at a minimum, a combat lifesavers certification and the ability to provide immediate medical attention to personnel until relieved by a higher medical authority.
  • Ability to maintain personal hygiene and uniform in a neat professional appearance in conjunction with ability to communicate respectfully with high ranking diplomats and persons of various countries.
  • Able to recognize K9 diseases, be familiar with hygiene requirements, and know the physical condition of the K9.
  • Possess or have the ability to attain a US Passport and U.S. driver’s license before assignment.
  • Possess, or have the ability to obtain a Department of State (DoD) Secret Security Clearance as a condition of employment; an active DoD Secret Security clearance is preferred.
Experience & Education
  • Five (5) or more years of experience in combat arms in the military (preferably Special Forces, Force Recon, Navy Seal, Combined Arms Group, Ranger, or Infantry).
  • Two (2) or more years of service as a Military or Law Enforcement K9 Handler.
  • Certified in accordance with North American Police Work Dog Association (NAPWDA), national / state /provincial military or law enforcement agency standards as a working K9 handler.
  • High School diploma or equivalent.
  • Completion of an authorized Department of State Personal Protection Course.
Physical Requirements/Working Environment
  • Must be physically fit to work in a high threat environment.
  • Must be able to run, walk and stand on level and/or inclined surfaces for up to 8 hours minimum per day and sit for up to three hours per day.
  • Must be able to stand, walk and run for an extended period of time with additional weight to include: helmet, body armor, rifle, pistol and other equipment for a minimum of eight hours.
  • Must be able to climb stairs, ramps ladders and work stands.
  • Must be able to crouch, crawl, grasp or handle objects, use finger dexterity, bend elbow/knee and reach above/below shoulders.
  • Must be able to climb stairs, ramps ladders and work stands with full battle gear.
  • May be required to carry, push or pull up to 200 pounds for up to 100 meters.
  • Employee must be able to continually lift and carry 75 pounds.
  • May be required to lift up to 75 pounds to height of four feet and be required to lift up to 40 pounds to height of 7 feet.
  • Must possess the ability to read and interpret safety manuals, technical procedures or regulations.
  • May be required to operate power, machinery, hand tools, etc.
  • Must be able to communicate by voice and detect sound by ear.
  • Must be able to distinguish color and judge three-dimensional depths.
Travel
  • Travel into high threat and harsh environment countries may be required.
  • Travel to and between CONUS and OCONUS locations as requested is required.
