Job Summary:
The Security Manager (CM) works at the direction of the Security Coordinator, to whom he reports to on a technical level. The primary function of the SM is to provide assistance to the Security Coordinator and Team Leader on all issues of safety and security as they relate to staff and programs. The SM oversees the organisation’s daily security management in their country and directly manages national Security Managers, Field Security Officers and Security Assistants. In addition he oversees the work of the Security Focal Points. The SM will monitor and assess security conditions, and
make recommendations to the Security Coordinator as appropriate. The Security Coordinator is the direct supervisor of the SM.
Essential Responsibilities
1. Security Management
• Work with the Security Coordinator in developing and updating security guidelines, SOPs and contingency plans.
• Supervise and train national security managers, security focal points and security assistants.
• Coordinate and monitor security activities to ensure that safety and security policies and procedures are implemented.
• Ensure that all field staff are fully cognizant of prevailing security threats and fully advised on the way to reduce the risk of being impacted by these threats.
• Ensure the provision of emergency supplies for field personnel.
• Ensure the internal incident tracking system is utilized properly and that information on changes in the security environment is quickly provided to the Security Coordinator.
• Collect security related information as it relates to program sites, and communicates this information to the Security Coordinator as appropriate.
• Monitors the security preparedness of staff and works with the Security Coordinator to enforce staff compliance with internal security policies and SOPs.
• When directed by the Security Coordinator or Team Leader, carry out investigations and capture lessons learned to be incorporated into future staff trainings.
• Act as a key member of the Field Incident Team when required during a crisis so that safety policies and procedures are implemented.
• Recommends changes in country security plans to the Security Coordinator as appropriate.
• Ensure induction security briefings are conducted to all new staff.
2. Compliance
• Ensure daily security reports are completed and sent, providing timely updates of all situational and security developments including the investigation of security incidents.
• Ensure full reporting of all security incidents to the Security Coordinator.
• Conduct and submit Security Risk Assessments of programs, as required.
• Conduct and submit full Site Security Surveys of every site visited.
3. Human Resources
• Oversee the recruitment and selection of qualified national security field staff, recommend promotions, disciplinary action and termination of staff in consultation with the Security Coordinator and Team Leader.
• Make regular and frequent site visits to facilities to carry out security assessments and ensure appropriate care and training are being conducted. Maintain open lines of communications with all field staff.
4. Training/ Capacity Building
• Determine training needs for the security staff.
• Train senior national staff, particularly the National Security Managers, to increase their responsibilities in order to build capacity and ensure sustainability.
• Works with Security Coordinator to conduct any staff security training that is warranted.
5. Working Relationships
• Build strong professional relationships with other NGOs and local stakeholders, including local authorities.
6. Representation
• Represents the organisation at local legal and governmental institutions, negotiating access and resolving areas of conflict where required.
• Contributes to the creation of a positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct, ethics, values and stand-point with regard to internal and external actors.
Qualifications:
Skills & Requirements:
• Significant work experience in security management. Demonstrated experience in identifying problems and problem solving.
• Must have experience in unstable environments.
• Must be willing to travel and work in unstable environments.
• Strong understanding of cultural, political and religious environment in the Middle East region, and be able to live and work successfully in that environment. Close familiarity with current conflicts a strong asset.
• Practical experience, and knowledge of, threat assessment and personal security management.
• Strong negotiation, interpersonal and organizational skills.
• Native Arabic speaker; good English, both written and spoken.
