INSO Response Officers – Ukraine

INSO supports the humanitarian community with vital coordination and information services that save lives and improve access.
We are now seeking two (2) experienced individuals to join our team as Emergency Response Officers based in Ukraine (Kiev and Sievierodonetsk) to support the scale up of humanitarian operations.
Emergency Response Officers are experienced NGO safety advisors who provide overall coordination and management of the INSO response and lead local teams in delivery of services to members.

They will be experienced and committed humanitarians with extensive NGO safety experience, a keen understanding of the country context, strong organisational & management skills, good intellectual and analytical capacities, advanced networking and communication skills and an up to date understanding of programme management and working with donors.
The positions are being offered on a 1-year renewable basis.
There are two (2) posts available.

Key Areas of Responsibility:
The Emergency Response Officers will get INSO set up in the country and initiate the delivery of services to NGOs. They report to the Emergency Response Operations Director.

Main duties include, but may not be limited to:
  • Establish and maintain INSO programme offices as required in Ukraine (office space & equipment, vehicles, communications etc)
  • Supervise and guide the Administration Manager in the legal and administrative registration/set-up of INSO in Ukraine
  • In coordination with Emergency Response Director, oversee the identification and recruitment of other INSO Ukraine national staff as required
  • Quickly establish and maintain an active safety information network, which includes NGOs, the UN, OSCE, parties to the conflict and other national and international safety actors to obtain credible and relevant safety information.
  • Provide NGOs with timely and credible safety information and contextual analysis of the local safety situation through regular reports (daily, weekly, monthly).
  • Facilitate and lead regular NGO community safety roundtables presenting trends and facilitating discussions.
  • Effectively represent INSO towards third-parties
  • Work with the ERO Director to produce and implement donor proposals were necessary
  • Oversee the effective implementation of INSO internal policies requirements.

Mandatory Requirements:
  • Fluent in English and Ukrainian or Russian language (written and spoken).
  • Flexible, organised and outgoing personality (natural networker and consensus builder)
  • Graduate level education in a relevant field.
  • Minimum 1 years spent in insecure/conflict-affected environments, ideally in an NGO role.
  • Proven writing and analytical abilities (subject to test)
  • Demonstrable understanding of humanitarian safety practices & principles and their application (subject to test)

Preferred Characteristics:
  • Recent experience in Ukraine – ideally in an NGO safety role or equivalent – and demonstrable understanding of the current security dynamics.
  • Prior experience in Response and/or Coordination role
  • Employment history that reflects experience in both security and civilian fields.
  • Experience with project cycle management.
  • Existing information networks and local language skills.
  • Experience in staff capacity development and training.
