Summary
As a member of the International Volunteering Team, the - Health and
Security Advisor will coordinate the ongoing
development, implementation and management of quality health support services and organizational safety and security policies across the organization.
Key Responsibilities :
Health Administration (40%)
· Develop volunteer health policies and procedures to support the health and well-being of international volunteers.
· Develop health information materials and ensure that information is communicated to volunteers and staff.
· Monitor medical clearance process and policies and recommend adjustments where needed.
· Respond to volunteer’s health and insurance inquiries pre-departure, while overseas and upon return.
· Provide support to country program offices in the management of health related incidences.
· Process medical expenses for international volunteers.
· Set up systems to monitor volunteer health related expenditures.
· Act as the main link with the insurance provider to ensure appropriate systems are in place and information about volunteers is communicated in accordance with agreed procedures.
· Provide support to Cuso International medical advisors, and partner medical teams to ensure medical processes and policies are being managed in accordance with agreed policies and procedures.
· Coordinate volunteer extensions (medical clearances, data update, etc.).
· Maintain and update emergency procedures documentation and related systems management.
· Take the lead on medevac planning from North America side and support country program office staff, volunteers and volunteer family members during this process.

Safety and Security (40%)
- Establish and maintain systems for managing safety and security information across Cuso International.
- Ensure country office (or partnership) compliance with Cuso International’s safety and security policy and standards. - Monitor and assess security trends affecting Cuso International and provide recommendations to Cuso International Security Management Team (CSMT) for organizational decision making on important security issues. - Provide support, guidance and required training to members to the Ottawa Emergency Response Team and be a member of this team (including being on the on call list for out of hours emergencies). - Provide guidance and support to Cuso International staff in preparing safety and security information for volunteers pre-departure (e.g. security briefings) and in-country (placement assessment, in-country training).
- Liaise with country program offices as required to discuss specific security issues/alerts and identify required actions.
- Provide guidance and support to country program offices, in responding to security incidents. This includes providing direct support to affected volunteers and their family members where necessary.
- Develop and conduct pre-departure security training for volunteers
- Provide support (audits of health and security management) and training to country program offices
- Develop and update policies, procedures and guidelines regarding Safety and Security in collaboration with CSMT.
- Chair CSMT meetings as required
- Work with partner organization Security staff to ensure control systems are shared and monitored (i.e. traffic light systems).
- Conduct security briefing, in coordination with HR, during staff induction processes
- Represent Cuso International on the Canadian Interagency Security Advisory Forum, and hold elected roles on this forum when applicable.
- Foster relationships with other NGOs and security actors for information-sharing purposes.
- The Health and Security Advisor is expected to work effectively as part of a small staff team, and in particular to:
- To undertake specific additional responsibilities from time-to-time, as may be agreed upon with the Manager.
- To contribute to the general discussion of issues relating to Cuso International programs
- Provide cover to other staff as needed
- Participate in Assessment Days
- Lead for IVT sections on the Operations Manual
- Coordinate review of the Volunteer Handbook
Essential
- University degree in a related field
- 3 years program management experience
- Understanding of the health, safety and security needs of individuals serving overseas
- Official bilingualism (English & French)
- Demonstrates initiative and maturity of judgment
- Calm and systematic approach to dealing with emergency situations
- Excellent organizational skills
- Strong customer service skills
- Excellent team-working abilities
- Able to work independently, with minimal supervision
- Advanced proficiency with Excel spreadsheets
- Experience with Microsoft Office and databases
