Background
The objective of the OSCE Special Monitoring Mission to Ukraine is to contribute, in close co-operation with OSCE institutions and other actors of the international community, to reducing tensions and fostering peace and stability in Ukraine, and ensuring the observance of OSCE principles and commitments, in
particular with respect to minority rights throughout the country, thus establishing conditions for inclusive political dialogue aimed at achieving a sustainable transition respecting the territorial integrity and sovereignty of Ukraine.

Tasks and Responsibilities
Initial duration of appointment/assignment for this post is until 31 March 2016, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Under the guidance and direction of the Chief Monitor and in consultation with the OSCE Secretariat Security Management, the Chief of Mission Security will be responsible for:
Managing the SMMU’s Safety and Security Unit and advising the Chief Monitor on all aspects of ensuring day-to-day safety and security of SMMU personnel, premises and assets in the Mission’s areas of operation;
Organizing the formulation and planning of security arrangements within the Mission areas of operation, including the Headquarter (HQ) and field offices, regarding their special security policies and plans, and ensuring their implementation;
Supervising the maintenance and updates of the Mission Security Plan, contingency plans, procedures and instructions to cover the establishment of necessary security standards; reviewing and ensuring that plans for relocation and evacuation to safe havens are current and implementable;
Ensuring collection, analyses and dissemination of security threat information as appropriate to address security matters; taking necessary steps to understand political, social, economic and other indications that may impact on the security situation in the country, as well as foreseeing future trends;
Overseeing the formulation of regular Security Risk Assessments in the Mission areas of operation with the purpose of determining the security related threats and risks to Mission personnel, premises and assets; suggesting proper risk mitigation measures;
Guiding, assisting and advising the security personnel assigned to the SMMU monitoring teams throughout Ukraine on all security aspects; ensuring that all SMMU security policies are applied in the entire Mission area;
Establishing contacts with host government law enforcement agencies, international and non-governmental organizations operating in the country, and maintaining effective liaison with them on all security-related matters;
Conducting regular inspections of SMMU premises to ensure that security and safety procedures are in force; identifying existing shortfalls and ensuring development and implementation of necessary enhancements;
Drafting plans for security-related training programs mission-wide, as well as assisting in developing guidelines to streamline procedures to be followed by security staff; ensuring provision of regular staff training to enhance their performance and skills;
Ensuring internal investigations and fact-findings of accidents and incidents related to security of SMMU staff, premises, programs and assets; reporting to the Chief Monitor by established procedures;
Ensuring that Mission members are kept informed on matters affecting their security and taking necessary measures that the appropriate level of confidentiality is maintained with regard to security matters; ascertaining that response to security-related incidents are applied in a timely and proper manner;
Supervising 12 international and 15 local Mission members;
Performing other related duties as required.

Necessary Qualifications
Advanced university education in a field related to security and safety matters or evidence of specialized training or proven experience in law enforcement, security and safety matters in a civilian or military environment;
A minimum of eight years of professional experience in security management or international relations with focus on security management;
Proven management experience;
Excellent knowledge of security management, combined with solid background of military, police or security specialization;
Knowledge, understanding and ability to manage security challenges in conflict environment;
Substantial knowledge of the politico-military history and recent developments in the Mission area;
Professional fluency in English, as well as Ukrainian and/or Russian language(s);
Good organizational skills;
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
Flexibility and ability to work under pressure and within limited timeframes as well as the ability to solve problems effectively and efficiently;
Cultural sensitivity and judgment;
Ability to operate Windows applications including word processing and email;
Prior experience in working in Eastern Europe and/or knowledge of the region is desirable;
Possession of a valid automobile driving license and ability to drive using manual transmission;
Possession of a valid automobile Class “C” driving license and ability to drive a 4×4 vehicle using manual transmission is desirable;
Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views while maintaining impartiality and objectivity.

Remuneration Package
Monthly remuneration, subject to social security deduction is USD 5,691.00 (12 times a year) plus Board and Lodging Allowances at EUR 125 per day. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System. Appointments are normally made at step 1 of the applicable OSCE salary scale.
