Job Description
AMERICAN SYSTEMS is currently seeking candidates for a contingent opening as a UNMISS In-Country Project Manager in South Sudan . This position supports International Narcotics and Law Enforcement Affairs Department (INL) and the UN Mission in South Sudan (UNMISS).
The in-country Project Manager shall assist the Contractor in providing a full range of support to the
deployed members to the U.S. contingent to the UN Mission to South Sudan. Such support includes: logistical support, medical support, morale, welfare, and recreational activities; and contingency plans for emergencies.
Duties shall include the following:
Shall provide logistical support outlined below for U.S. police and corrections advisors assigned to UNMISS. S/He shall be located Juba, and the position may be required to undertake extensive travel to deliver supplies to personnel serving in outlying posts. It is strongly urged that the Project Manager consult with the U.S. Embassy’s Regional Security Officer (RSO) or his/her designate, and follow any travel recommendations the RSO or his/her designate offers.
Promote coordination and facilitate communication between U.S. contingent members serving with UNMISS, the INL Director in Juba, other U.S.-led initiatives (including USAID and RSO’s office), the U.S. Embassy, and INL to help minimize confusion, duplication of effort, and generally work to enhance mission success, overall and in specific facets.
In collaboration with the INL South Sudan Program Officer and the INL Director Juba, establish and implement emergency response plans for various situations and emergencies to ensure the safety of the U.S. contingent and him/herself.
Shall maintain extra items of personal equipment (of contingent members) and will repair or replace equipment as necessary, utilizing a local subcontractor when necessary.
Shall maintain the communications and internet access for Contingent members. Providing replacements when equipment needs repair or fails to work. Making adjustments and offering recommendations on how to improve phone and internet service and reliability.
Shall maintain strict accountability of all supplies and equipment in South Sudan. All equipment shall be tracked and accounted for in monthly reports sent to the Contracting Officer, the COR, INL South Sudan Program Officer and the INL Director Juba.
Shall be responsible for collecting and verifying hours worked by Contingent members.
Provide any support to the Contingent Commander related to reporting of accidents and incidents, requests for personnel extensions or terminations to UNMISS deployments, and provision of medical support to U.S. contingent members, including planning for and facilitating emergency medical evaluations.
Job Requirements
Required Education:
A Bachelor’s degree from an accredited college or university.
Required Experience /Skills /Training:
Prior mission or military overseas experience.
Two (2) years’ experience working overseas or in a remote or difficult environment.
Two (2) years’ experience in a supervisory capacity, including knowledge and application of labor law and human resource methodologies.
One year experience in payroll, bookkeeping, or accounting.
Procurement experience.
Logistics experience.
Communications experience working with radios, base stations, and emergency procedures.
Desired Qualifications:
Advanced University degree (Master’s degree or equivalent) in law, criminology or relevant social or political areas with adequate focus on prison reform issues or equivalent professional experience.
A basic understanding of the situation in South Sudan or the region related to criminal justice sector.
