Job Summary
The Special Advisor on Haitian National Police (HNP) Counternarcotics provides useful
advice and sound management guidance to the head of the HNP Counternarcotics Unit (BLTS) and assists him/her in meeting lawful objectives and facilitates meetings and information flow.

The Special Advisor on Haitian National Police (HNP) Counternarcotics provides useful
advice and sound management guidance to the head of the HNP Counternarcotics Unit (BLTS) and assists him/her in meeting lawful objectives and facilitates meetings and information flow.
Principal Accountabilities
(Typical duties include the following, although specific duties vary by assignment or contract.)
- Work with applicable task order personnel to identify assistance projects relating to counternarcotics operations.
- Prepare concise and accurate records and reports; keeping identified personnel regularly informed of programmatic and political developments
- Assist HNP leadership to design and implement administrative structures and processes which improve the systems and processes for information flow and control for the BLTS.
- Review plans, agreements and official correspondence for the BLTS and provide advice and guidance.
- Facilitate communication and direct interface between the BLTS and the United States Embassy.
- Provide programmatic guidance and analysis of developments in the BLTS.
- Perform other qualified duties as assigned.
- Ability to read, write and communicate effectively in English at the Foreign Service Institute standard level of 4.
- Ability to read, write and communicate effectively in French and Haitian Creole.
- Able to maintain extensive knowledge of BLTS operations
- Strong deomonstrated analyticial skills and hands-on experience in case investigations of financial crimes, corruption, or money-laundering.
- Ability to work in a fluid environment, and under challenging circumstances.
- Knowledge of various computer applications including Microsoft Office, Outlook and instant messaging.
- Ability to obtain and maintain a valid United States driver’s license.
- Ability to obtain and maintain a secret security clearance.
- Ability to work under limited supervision and resources.
- Additional knowledge/skills may be required by contract or assignment.
- Bachelor’s degree or equivalent related experience.
- Ten (10) or more years of law enforcement experience; with at least eight (8) of which are experience in the United States counternarcotics operations, management, organizational development, planning, and/or training; with at least two (2) years of which must have been at the rank of lieutenant (or equivalent) or higher.
- One (1) year specialized experience at a command level or equivalent to at least the GS-14 level.
- Prior international experience working in judicial affairs, law enforcement development, or financial investigations.
- Eight (8) years of work experience with a minimum of five (5) years of relevant experience to this position.
- Currently employed in respective line of work or recently retired/separated within the last five (5) years.
- Working environment may contain personal security risks, conflicting and changing priorities, primitive life support (lodging, food, and HVAC), language barriers, transportation limitations, disease, etc.
- Must be able to pass and maintain the physical fitness, psychological, medical, defense tactics, and fire arms qualification requirements set forth by the contract.
- Ability to travel domestically and internationally.
