Security Administrator Supervisor

Job Description
This position will oversee and manage the security administration to include personnel,
physical and industrial security. This position will be responsible for the oversight of training and enforcement of security policies within the Area of Responsibility (AOR). Responsible for a wide range of duties, including ensuring security programs and policies are administered, up-to-date and distributed to the appropriate offices within the operating locations, assisting personnel with Security Clearance related issues, and processing Central Verification System (CVS) applications. Must have an extensive working knowledge of the Joint Personnel Adjudication System (JPAS), as well as the Computerized Operations Police Suite (COPS) and the Defense Biometrics Intrusion Detection System (DBIDS). The Security Administrator Supervisor will also assist with classified protection and handling, PII and other information security duties in accordance with the National Industrial Security Program Operating Manual (NISPOM), as well as, other security measures as required.


MAJOR JOB ACTIVITIES:
1. Conduct security indoctrination and education programs for new hire employees as needed. Perform recurring training at request of management.
2. Manage all aspects of the corporate and program Security programs for compliance to the National Industrial Security Program Operating Manual (NISPOM) and related Federal government regulatory requirements for the administration of classified information.
3. Responsible for the management and implementation of the Security Clearance Process, and effectively communicate security requirements, throughout the K-BOSSS project, primarily with customer/government security representatives through briefing and discussion.
4. Manage the Security Clearance Process to oversee the processing of new hires and electronically track all security clearances and report status.
5. Identify and respond to security requirements of Request for Proposal’s (RFP’s) as well as participate in key management briefings on industrial security business practices and regulatory compliance as required.
6. Provide training and direction to project location security personnel, and maintain overall responsibility for the K-BOSSS Clearance and provide liaison support for other location clearances.
7. Conduct facility inspections to ensure compliance with the requirements of the National Industrial Security Program (NISP) and National Industrial Security Program Operating Manual (NISPOM).
8. Provide recommendations to plans, policies, methods, techniques and processes that will improve security and security management on the K-BOSSS contract.
9. Maintain a dialogue as appropriate with installation law enforcement personnel to enhance our relationship and increase security of assets we have under our control.
10. Manage a database to track and monitor key, lock and seal control and assist with periodic inspections and surveys to ensure contract compliance.
11. Initiate or assist with reports on investigations, inspections and incidents in the AOR or as directed by the Program Director or Installation Operations Manager. Manage and track the program Security Information File (SIF) program.
12. Coordinate investigations and reports upon the loss, compromise or suspected compromise of classified material.
13. Supervise the processing and the tracking of CVS applications, security clearance paperwork, and other related forms and processes.
14. Possess working knowledge of the Defense Biometrics Intrusion Detection System (DBIDS).
15. Manage the Computerized Operations Police Suite (COPS) and the Joint Personnel Adjudication System (JPAS).
16. Perform any and all other duties and assignments as required by the NISPOM or as directed.


MATERIAL & EQUIPMENT DIRECTLY USED:
Excellent computer skills required as well as interpersonal, oral and written communication skills. Computer skills include a working knowledge of Microsoft Word, Excel, PowerPoint and Outlook. Must have an extensive working knowledge of JPAS, COPS and DBIDS systems. Must be eligible to obtain and maintain a Kuwait driver’s license.


WORKING ENVIRONMENT:
Work is generally conducted in an office environment; however, duties may involve the conduct of work in the out-of-doors area with a potential exposure to extreme climatic conditions. Must comply with OSHA, EPA, Fire Regulations and published company work rules.


PHYSICAL ACTIVITIES:
Work will require lifting up to 50 lbs, stooping, climbing, prolonged standing, prolonged sitting and working with or in areas where a potential could exist for exposure to physical, chemical or biological agents. Employee use of Personal Protective Equipment (PPE) is required in certain areas. Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision and hearing protective devices.


MINIMUM QUALIFICATIONS:
Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.
Associated Degree Required, Bachelors Preferred
Must have Certification Course in Personnel Security Management, other Security Discipline Courses preferred (STEPP, SP’eD) highly desirable.
Experience:
Minimum of three years experience in Personnel Security with an extensive knowledge of computer security, physical security, industrial security, personnel protection and physical protection.
Minimum of three to five years in management/supervisor role.
Skills:
Excellent computer skills required as well as interpersonal, oral and written communication skills.
