The Deputy Program Manager (DPM) is a senior management official responsible for
overseeing the development and implementation of the counternarcotics (CN) interdiction programs in Afghanistan supporting the Afghan National Interdiction Unit (NIU). As an important member of the U.S. Government’s efforts, the DPM is responsible for ensuring that the CN trainers/mentors and advisors provide high quality services and conduct themselves in a professional and ethical manner at all times. The DPM is responsible for ensuring that all program deliverables are on time, within budget sand meet all criteria and quality standards set forth by Department of State (DoS)/International Narcotics & Law Enforcement Bureau (INL).
Duties and Responsibilities
Responsible for the management of all substantive requirements of a Task Order.
Oversees all CN trainers/mentors and advisor personnel and activities.
Responsible for all command, performance, administrative, inspection, personnel, discipline, and reporting duties of the team.
Manages a diverse team of US and foreign nationals to accomplish program goals and objectives
Coordinates and/or approves program offices operating and programmatic policies and procedures
Manages monetary resources and maintains accurate budgeting and accounting
Provided high degree of customer satisfaction and quality performance
Coordinates and communicates with US Embassy customers to ensure that all requirements of the contract are satisfactorily being met
Ensures adherence to host mission and host nation standards of conduct
Provide high degree of customer satisfaction by quality performance and best-return for their investment.
Oversee arrival, retrofit, and upgrade of equipment/material destined for other theater use or return to US.
Prompt and regular attendance.
Other duties as assigned by senior FedSys management.
Knowledge, Skills and Abilities
Knowledge of advanced and specialized law enforcement practices, management level is preferred
Working knowledge of Microsoft Office products (WORD, EXCEL, PowerPoint, etc.).
Must have visionary skills and ability to form strong partnerships in a diverse culture.
Must have excellent negotiating, interpersonal, communication and leadership skills.
Must be willing and able to successfully complete a pre-deployment training course including physical skills assessment as may be required by the US Government.
Must be willing and able to successfully pass a complete physical examination as may be required by the US Government.
Interface
This position will interact with internal and/or external senior level management and the local community.
Background/Security
The selected individual must be able to successfully pass a background and drug screening as a condition of employment. The selected individual may/will be subject to a Government security background investigation and must meet eligibility and suitability requirements. Currently, the selected candidate must possess and maintain a Top Secret clearance. Clearance level requirement may be subject to change at the government’s discretion. In this event, you will be required to obtain and maintain the required clearance for the duration of your employment. Incumbent may be selected at a higher or lower clearance level as specified by any change made by the Government.
Physical Demands
Managers generally work long days in primitive conditions, and experience climates that include periods of extreme heat or cold. Managers frequently are required to sit and use hands along with fingers, to handle or feel, stand, walk, reach with hands and arms, climb or balance, and stoop, kneel, crouch or crawl. Managers may frequently lift and/or move up to 50 pounds or more. Specific vision abilities required by this job include close vision. Further, they routinely are required to wear heavy personal protective equipment (PPE) and carry firearms in the conduct of their duties. When travelling, Managers are expected to be able to hand-carry their personal items and equipment, to include military duffel bags.
Work Environment
The work environment in Afghanistan is primitive, and typically outside. Life support for Managers is provided at nearby Military Forward Operating Bases (FOB) or Civilian compounds that provide secure living conditions. Movement between locations is via Military or civilian armored vehicles.
Educational / Work Experience
B.A. degree in criminal justice. Master’s Degree preferred.
Minimum of 15 years (Law Enforcement or Rule of law) progressive responsibility in senior level management and supervision.
Counter narcotics investigatory and interdiction experience is required.
Experience with Drug Enforcement Administration (DEA) is preferred.
Experience with and knowledge of Department of State, International narcotics and Law Enforcement is preferred.
