Background
Plan is an international non-governmental organisation which is dedicated to the rights of children and to working with the most marginalised groups. The organisation’s approaches promote children’s participation, protection and economic empowerment in order to reduce child poverty and to advance children’s human rights.
Plan Region of Eastern and Southern Africa (RESA) works in 12 countries and its staff work, visit and hold workshops and trainings in all countries. The social Political context in most countries is fluid and complex. Some countries have experienced insecurity and emergency situations in the last few years and staffs are exposed to all sorts of insecurity. It is in this background that the organization is taking an initiative and lead in building the capacity of its staff; to equip them with knowledge and skills to work and/or deal with any complex security situations form time to time. As a duty of care Plan is taking its responsibility in mitigating the risks involved by having its staff in such environments, equipped with the necessary security skills and knowledge.
Purpose
The overall objective of the Hostile Environment and First Aid Training (HEAT) is to increase the participants’ awareness of safety and security procedures in hostile environments and to provide participants with the knowledge, skills and tools necessary to deal with and reduce different types of risks and threats.
Specific Objectives:
By the end of this HEAT training participants will:
· Have been equipped with the operational skills to be deployed to hostile or otherwise hazardous environments;
· Be able to recognize and avoid potential threats
· Be able to respond appropriately to different types of safety and security incidents.
· Have the required mental preparation to endure a hostile environment,
· Have the appropriate techniques and awareness in order to reduce or mitigate negative psychological influence of hostile environments
Composition: The Plan RESA team will comprise of 25 members or thereabout of staff drawn from RESA countries for the training course. It will be led by the RESA Regional Security Advisor.
The target group will comprise:
· DRM roster members
· Moderate to high risk country staff ( Egypt, Sudan, South Sudan, Kenya, Mozambique, Ethiopia and Mozambique for a start and the rest will follow)
· All RESA regional office specialists
· All RESA CDs and senior leadership
Each country is expected to send in two participants per session.
At the end of the training sessions, Plan RESA will have trained over 25 staff who are able to work and deliver the necessary humanitarian support to its programmes in hostile environments.
Venue: Humanitarian Peace Support Center (HPSC),Embakasi, Nairobi**, Kenya (consultants/Trainers to confirm and liaise with IMAC on all logistics of the training).**
Training Details:
The training will cover the following topics (but not limited to):
· Threat Risk & Mitigation: Pre travel safety & security planning: hotel, locations, houses, fences, kits, medicines, diseases, etc.
· Vehicle Safety & Security: Roadblocks, checkpoints and driving standards, behavior under fire, etc.
· Trauma & Emergency Aid: practical session focused on trauma in hostile environments
· Weapon Familiarisation: Handguns, assault rifles, grenades, munitions and IED's. Escape, how to seek cover: hard and soft cover, etc.
· Conflict Management: Cultural and situational awareness. Crowd movement management and diffusion
· Navigation Techniques: Understand a map, use a compass, a GPS, etc.
· Radio & Voice Communications: Learning how to use satellite phones, radio and two-way communication devices to remain in contact
· Kidnap and Hostage: maximize the survival probability from a kidnap and hostage situation, escape and rescue, mitigate risk of kidnapping,
· PTES Awareness: basics, self-awareness and assessment and dealing with Post Traumatic and Environmental Stress
· Landmines, IED's and UXOs
Timing and Training schedule:
Proposed date:March 9-13, 2015
Methodologies:
The trainer will use participatory capacity building methods and will focus on interactive sessions drawing on participants’ knowledge and experiences as well as case studies, videos and practical simulations.
Deliverables
· Complete a 5 day training assignment for RESA participating staff
· A training report and a list of complete list of certified Graduates
Qualifications of trainers
· A certified humanitarian security trainers
· Knowledge of humanitarian security principles
· At least 5 years’ experience in hostile environment
· Experience in conducting security trainings for at least five development Agencies within the last two years.
· The consultants’ firm or team must have a varied mix of skills and competences and they must have undertaken similar works in eastern and southern Africa region .
Training Material:
Trainers to indicate which training materials and equipment they will be using during the training and included as part of training fee.
Note Cost of hire of Land cruisers should be itemised and included as training fee charged.
QUOTATION REQUIREMENTS
The training firm is expected to submit a technical proposal and a financial proposal, separately. The following components will be required in the proposals:
Technical proposal that shall include:
a) The trainers understanding of the Terms of Reference.
b) A detailed methodology on how the training will be conducted.
· Specify and elaborate on the tools to be used to facilitate the active participation of all trainees.
· Outline the major activities of the training and specify the roles of each of the members of the training team.
c) A clear and elaborate training plan.
d) Capacity statement, past experience and activities related to HEAT training.
e) Curriculum Vitae for all the trainers and proposed capacity of any complementary staff.
f) Names, addresses, telephone numbers of three organizations that will act as professional referees.
g) Full names, post office box, telephone numbers, e-mail address, physical address and contact person of the consultancy firm.
· Financial proposal that should include:
a) An itemized line by line budget proposal for consultancy fees as well as administrative costs such as travel, accommodation (single room ensuite per staff), meals and stationary.
b) Proposed terms and schedule of payment.
c) Copy of registration certificate, VAT and PIN.
d) Currency quoted should be in USD ($)
e) Plan will pay accommodation at full board (Singleroom, Ensuite) for all staff attending the training
· Child Protection Policy
The lead consultant and his/her team must agree to adhere to and sign Plan’s Child Protection Policy (CPP).
