Security Manager – Afghanistan

Cesvi has been active in Afghanistan since 2002, implementing community development, rural reconstruction, skills building and health programs.

Cesvi works in cooperation with the local communities to improve their livelihood, with particular focus on the most vulnerable groups, such as returnees, IDPs, landless labourers and female-headed households. Since 2009 our interventions are focused on Herat Province, with the financial support of the Italian Cooperation, and in close collaboration with local and national Authorities. The two main sectors are income generating activities and support to the DRR sector.

From 2014 the Italian MFA granted Cesvi with two projects focusing on education and DRR in schools.

Job Description

The collaboration will start asap.
The Manager will report to the Programme Unit (Country Representative, Area Desk Manager) and to the Security Advisor.
The main duty station will be Herat with missions to Kabul and movements in the projects’ area.
The consultant will be responsible for:
  • Risk assessment of each area of intervention;
  • Revision of the security plan in place;
  • Revision of guidelines, protocols, and contingency plans;
  • Support the project team with specific recommendations and measures to improve the security system, including building security.
  • SOPs revision and eventual suggestion on new SOPs;
  • Identification of the major risk in the area and vulnerability for NGOs;
  • Indication of the risk mitigation measures (calibrated on Cesvi /base/budget/structure);
  • Evaluation of incidents/investigation
  • Prepare and conduct security training for national and international staff
  • Ensuring that security procedures are observed and enforced by national and international staff (in Herat City as well as in the field)
The Security manager have to submit a final report of the mission with suggestion and recommendation about Cesvi activities in the area.
