For the country office in South Sudan, Cordaid is looking for a Security & Justice Advisor.

****Introduction****
Cordaid has been active in South Sudan for more than 20 years. During this period we have developed a vast network of local and international partner organizations from the grassroots up to the national level. We work in partnership with local organizations, supported by a team of in-country advisors and staff based at Cordaid HQ in The Netherlands. We strongly focus on civil society capacity-building and currently have programs in the areas of health, disaster response, entrepreneurship, investments, food security, women’s leadership, security & justice, and extractives.
****Security & Justice****
Cordaid’s Security & Justice team provides grant management, project management, training and education, as well as technical advice and consultancy. We work among others in South Sudan, Afghanistan, the Democratic Republic of Congo, Burundi and Haiti.

Main responsibilities and tasks
  • Provide technical assistance / training to communities and different stakeholders (locale leadership, locale government, etc.) on security and justice related subjects;
  • Facilitate multi-stakeholder processes and constructive engagement between communities and security & justice actors;
  • Assess community needs and priorities in the field of security & justice and facilitate the development of community action plans;
  • Conduct conflict mappings and stakeholder analyses.
  • Support program development and project identification in the field of security and justice and explore potential areas for collaboration;
  • Manage project implementation according to agreed deadlines and budget and track and report project activities/results;
  • Identify and establish contacts with relevant organizations and stakeholders as strategic to Cordaid’s S&J interventions in South Sudan;
  • Translate ideas for advice and collaborative programmes in attractive technical and financial proposals and expressions of interest for bilateral, multilateral organizations and private foundations and mobilize opportunities and resources to co-create new programs with innovative solutions;
  • Represent Cordaid in S&J discussions in relevant Caritas, UN and other peacebuilding / rule of law / security sector coordination and thematic cluster.
The S&J Advisor will report to the Cordaid Country Director in South Sudan and liaise closely with relevant staff of the Security & Justice unit at Cordaid HQ in The Hague.

Required qualifications / skills
  • Academic degree in law, human rights, conflict studies or other fields related to security & justice;
  • Experience in developing, managing and monitoring programs in the field of security & justice;
  • Experience in working with communities, local civil society organizations, local NGO partners and government actors;
  • Training skills in the field of security and justice;
  • Excellent English writing and communication skills.
****Additional assets****
  • Experience of working with internationally-funded programs, including coordination, reporting and monitoring according to different donor templates (e.g. EC, UN);
  • Practical experience with providing strategic and technical advice on community development issues and with facilitation of multi-stakeholder processes;
  • Experience with conflict analysis;
  • Arabic language skills.
Specifics of duty station
The S&J Advisor will be based in Juba. He/she will have to travel regularly (up to 50% of the time) to Western Bahr el Ghazal, Upper Nile and Western Equatorial State as well as other locations in South Sudan.

Contract information
The contract period is for 12 months initially (with a 2 month probation period) with the possibility of extension, starting as soon as possible. We offer a Cordaid contract with a competitive salary and a benefit package which includes comprehensive insurance cover, social security, and pension contribution.
