Job Summary

ABA ROLI is seeking a short term consultant immediately, to conduct a security assessment in Bangui, Central African Republic.
The consultant would assess the primary security issues involved in opening a country office in Bangui, including but not limited to:
  • the current threat profile in Bangui;
  • triggers for escalation of conflict;
  • relative safety of operating in particular neighborhoods / quartiers;
  • recommended security protections for international NGOs;
  • standards for security of office, vehicles, and staff homes;
  • local security alert mechanisms in place in the international NGO and diplomatic community; and
  • emergency response protocols the office should have in place before opening.
The assessment process will include a 7-10 day mission to Bangui, Central African Republic.
We are looking to fill this position and begin work as soon as possible.

Responsibilities

  • Drafting of consultancy outline
  • Deployment to Central African Republic to conduct assessment
  • Drafting of an assessment report.

Qualifications

  • Security and Logistics Expert
  • Expertise in development of security/emergency procedures and logistics for development projects, including in conflict-affected areas is required;
  • Proven capacity to quickly build strong working relationships with diverse local and international security apparatus and stakeholders is necessary;
  • Prior travel to Central African Republic and/or extensive knowledge of the security, cultural and political context is required.
  • Fluency in written and spoken English and French is required;
  • Must be available for travel on short notice.

Compensation

Consultant (or firm) will receive a daily compensation rate and all travel, lodging, and per diem (based on a percentage of the U.S. State Department foreign per diem rates) will be covered.
