ICITAP Law Enforcement Advisor - Lead Training Specialist

RESPONSIBILITIES AND DUTIES:
ICITAP is a law enforcement development organization whose mission is to work with foreign governments to develop effective, professional, and transparent law enforcement capacity that protects human rights, combats corruption, and reduces the threat of transnational crime and terrorism, in support of U.S. foreign policy and national security objectives. The technical advisors/instructors will be a part of a robust law enforcement capacity development project to assist the Philippine National Police (PNP) develop sustainable law enforcement training programs, increase investigative capacity, work in a multi-agency environment, and increase the PNP’s theoretical and practical application of modern management and leadership skills. The technical advisors/instructors will work with other members of the ICITAP team, U.S. military personnel, and be a part of the U.S. Embassy’s country team. Most of the work will require the technical advisors/instructors to spend time in the southern Philippines. Responsibilities will include advising and assisting the Philippine National Police Academy (PNPA) in developing a sustainable training curriculum for police cadets at a four-year academic institution. Candidate will work with the PNP towards development of a Law Enforcement Center of Excellence that will launch ethics and leadership training for PNP mid-level managers.

Some responsibilities include:
 Ability to evaluate and develop implementation plans within established parameters
 Coordinate and discuss with the office staff in developing training proposals for different police units of the Philippine National Police and Philippine National Police Academy;
 Conduct general assessment on the viability of conducting police trainings on the target units, taking into consideration the security, safety and convenience of personnel to be deployed at the training site ;
 Prepare appropriate reports needed for the orderly conduct of trainings in various police units;
 Attend meetings and conferences and share ideas at the brainstorming sessions with the local officials and police officers concerned;
 Prepare training schedules and recommend instructors suitable for the courses to be conducted;
 Determine the materials, equipment and other logistical supports for the training;
 Supervise and mentor instructors at the training site;
Conduct training in different parts of the country with the end view of developing potential instructors and efficient police officers in the locality.

MINIMUM TANGIBLE QUALIFICATIONS:
 Ability to obtain a secret level security clearance or Public Trust
 Experience as a law enforcement trainer
 10 years International law enforcement experience
 Executive level command experience
 Background in U.S. policing as a mid to Sr. level official
 15 to 20 years of law enforcement experience
 Minimum of Bachelor’s Degree that is relevant to the candidate’s field of expertise
 The described requirements may be substituted by additional years of law enforcement and/or international criminal justice program development and/or training experience
PREFERRED QUALIFICATIONS:
 10-12 years of experience working internationally
 5-10 years of experience working in areas such as Middle East, Asia and such surrounding countries
