Regional Security Adviser

BACKGROUND
In the Middle East (ME), NRC has over 1400 staff dedicated to assisting people affected by conflict in Jordan, Syria, Lebanon, Iraq and Palestine. Its humanitarian interventions are based upon its expertise in providing Shelter, Education, Water and Sanitation, along with information and legal assistance to forcibly displaced people.
NRC’s humanitarian interventions to ongoing and new crises in the Middle East have grown in response to the increasing numbers of displaced people in the region.
The Regional Security Adviser shall undertake a security technical coordination role in the region by holding an advisory role to the Regional Director (RD).

Job description
  • GENERIC RESPONSIBILITIES
  • As part of the Regional Management Team, contribute to the fulfillment of the aims and objectives for NRC presence in ME Region and establish a sound culture of security and attitude to risk among all staff
  • Quality assure an adequate crisis management organization and preparedness in the region
  • Monitor, access and analyze the Regional context on a regular basis and give recommendations to RD to, secure accountability and effectiveness of NRC’s regional and country specific response
  • Contribute to the design, implementation and compliance to NRC Security Management System in ME Region
  • Monitor Minimum Operations Security Standard (MOSS) compliance in NRC operations, advise and recommend introduction of contextual relevant SOP’s and contingency plans
  • Monitor the environment and identify changes that may affect operational and staff security
  • Identify strategic and creative operational effective approaches to risk reduction
  • Analyse incidents and identifies vulnerability factors and appropriate follow-up actions
  • Promote the importance of personal conduct and behavior in maintaining security
  • Conduct and contribute in performing Security Risk Assessments (SRA) as outlined in the NRC security management policy, and when situations requires develop context specific security plans to NRC while enabling effective access to beneficiaries.
  • SPESIFIC RESPONSIBILITIES
  • Coordinate and centralise the collation of information that contributes to an effective response to the Syrian crisis, both in country and region (cross border)
  • Identify regional best practices and ensure learning and adaption of these across the region.
  • Compile Regional analysis that support NRC ability to timely adapts programme implementation on country and regional level.

Qualifications
  • Minimum 3-5 years of relevant experience within the humanitarian field or the police/military
  • Experience from working with security risk management in complex and volatile contexts
  • Professional knowledge and proven experience in security risk, and critical incident management
  • Documented results related to the position’s responsibilities
  • Fluency in English, both written and verbal
