Description
Under the Criminal Justice Program Support contract, the US Department of State, Bureau of International Narcotics and Law Enforcement Affairs (DOS-INL) will be furnishing assistance to the Afghan national Interdiction Unit (NIU) and Special Investigations Unit (SIU) in furtherance of the counternarcotics interdiction mission in Afghanistan. FedSys is currently seeking experienced counternarcotics trainers/mentors and advisors to support this mission.

Duties and Responsibilities
Provide advice and direction to the Afghan NIU and SIU Commanders and executive staff in the areas of administration, personnel, planning, training and operational management.
Assist the Drug Enforcement Administration (DEA) and DOS/INL by supporting efforts such as organizing training of Afghan units.
Perform proper evidence collection, processing and storage.
Train and mentor counterparts in technical operations experience and supervisory experience in relation to interdiction matters.Prompt and regular attendance.
Other duties as assigned by senior FedSys management.

Interface

This position will interact with both internal and external customers to include members of FedSys senior management.

Background/Security
The selected individual must be able to successfully pass a background and drug screening as a condition of employment. The selected individual may/will be subject to a Government security background investigation and must meet eligibility and suitability requirements. Currently, the selected candidate must possess and maintain a Secret clearance. Clearance level requirement may be subject to change at the government’s discretion. In this event, you will be required to obtain and maintain the required clearance for the duration of your employment. Incumbent may be selected at a higher or lower clearance level as specified by any change made by the Government.

There is no foreign language requirement associated with this position.

Physical Demands
Advisors generally work long days in primitive conditions, and experience climates that include periods of extreme heat or cold. Advisors frequently are required to sit and use hands along with fingers, to handle or feel, stand, walk, reach with hands and arms, climb or balance, and stoop, kneel, crouch or crawl. Advisors may frequently lift and/or move up to 50 pounds or more. Specific vision abilities required by this job include close vision. Further, they routinely are required to wear heavy personal protective equipment (PPE) and carry firearms in the conduct of their duties. When travelling, Advisors are expected to be able to hand-carry their personal items and equipment, to include military duffel bags.

Work Environment
The work environment in Afghanistan is primitive, and typically outside. Life support for Advisors is provided at nearby Military Forward Operating Bases (FOB) or Civilian compounds that provide secure living conditions. Movement between locations is via Military or civilian armored vehicles.

Educational / Work Experience
Advisors shall have a Bachelor’s degree in criminal justice/law enforcement or related field.
Combined total of 10 years of narcotics law enforcement work experience including investigation of large scale transnational complex criminal organizations, wire intercept investigations and familiarity of with United States Code Title 21.
Past experience in capacity building in overseas environments.
Experience in managing and overseeing law enforcement units and operations.
Previous experience with DEA is a plus.
Must be employed in the respective lines of work for which they are being considered, or recently retired/separated within the last five years.
Advisors must demonstrate in police management and supervision, visionary skills and ability to form strong partnerships in a diverse culture.

Professional Requirements
Proficiency in the Microsoft Office Suite

Candidate must be a US citizen with a valid US passport and valid US Driver’s License.
