Job Summary:
We have an exciting and unique opportunity for a Vulnerability Assessment Specialist. We are
seeking candidates who possess extensive experience and expertise in vulnerability assessments, knowledge within the Engineering and/or Physical Science field and are willing to relocate to the United Arab Emirates. The remuneration is a full expatriate package.
 
DISTINGUISHING CHARACTERISTICS
We are engaged with working with the Government of the United Arab Emirates (UAE) in the development of a comprehensive nuclear security program for the countries’ civil nuclear power program. The initiative is combining the resources of a global team of experts to partner with the country officials in the program development and transition to local authority ensuring a sustainable world-class program. The program components encompass the wide spectrum of disciplines necessary for program development to include, strategic planning, training, engineering, quality assurance and overall program management.
This program is both challenging and rewarding and those who are selected will be pioneers in the development of this premier program in the Middle East. In addition the candidate would gain enormous experience and benefit from working within a unique multicultural society.

The Essential Functions Include:
  1. Serve as Technical Lead for the Vulnerability Assessment (“VA”) process for the Nuclear Security Program.
  2. Responsible for the documentation of the VA process and for the preparation of the final VA report.
  3. Assure that all aspects of the program are implemented in accordance with the documented VA plan. Conduct training; develop processes and procedures and other methodology for the VA program.
  4. Provide oversight of the entire VA program to assure compliance with the VA methodology.
  5. Coordinate the VA team members including Subject Matter Experts to assure that the VA report reflects input and integration with key stakeholders.
  6. Maintain relationships with personnel within the key stakeholders to assure open communications and excellent input into the VA process.
  7. Participate in security analysis and modeling activities to assure compliance with the VA protocol and that inputs are considered to assure the most robust VA process possible.
  8. Coordinate with other engineering disciplines and organizations as necessary.
  9. Assure that the VA report and all supporting documentation is complete, supported by the process and is completed in the identified timeframes.
 
MINIMUM QUALIFICATIONS AT ENTRY
Additional qualifications may be specified and receive preference, depending upon the nature of the position.
 
MINIMUM HIRING STANDARDS
  • Must meet the country’s minimum age requirement.
  • Must have a reliable means of communication (i.e., email, cell phone).
  • Must have a reliable means of transportation (public or private).
  • Must be willing to participate in the Company’s pre-employment screening process.
 
EDUCATION/EXPERIENCE
Bachelor’s degree in a related field such as engineering or physical science and five (5+) years of substantial experience in the operation of large, complex integrated security programs for nuclear security applications.
 
COMPETENCIES
  • Must have current experience performing vulnerability assessments (VA) and the use of associated simulation software. Specific experience with the ASSESS tool is desirable.
  • Knowledgeable and proficient in the IAEA accepted process for the VA for nuclear facilities.
  • Experience as a lead on a VA or similar experience.Comprehensive current knowledge and experience with applicable security technologies and processes and their application.
  • Knowledge of physical security measures – perimeter barriers, walls, portals, structures and the simulation and measurement of explosive blast resilience.
  • Knowledge of security force operations and security response force operations.Must be able to obtain and maintain a security clearance.
  • Must be an articulate and persuasive leader who can serve as an effective member of the security advisory team and who is able to communicate to technical and non-technical staff.
  • Must have strong working knowledge of IAEA and US NRC standards and requirements for security.

  • Position will be based in a busy office environment, and will be subject to frequent interruptions.

  • Regular intermittent sitting, standing, walking, climbing, and kneeling.
  • Must be able to meet the requirements for a UAE security clearance and any visa requirements.
