- Previous Risk Management Experience with Mobile Security Teams.
- Knowledge of Afghanistan, specifically Kabul preferred.
- Experience with NGO land development programs preferred.
- Experience in training local and Expat Staff.
- Be experienced in client relations.
- Minimum seven years military or police experience.
- Minimum of five years’ experience in developing and providing MST training.
- Good communication skills and the ability to develop relations with Local National staff.
- MUST BE ABLE TO USE ALL MICROSOFT OFFICE PROGRAMMES, INCLUDING EXCEL, POWERPOINT, AND WORD.
JOB DUTIES; |

- To act as Trainer/RMC serving as a trainer (4 weeks at Sika East)
and night shift/day shift RMC (4 weeks at Sika South) providing security
to the client base of a US funded project. Must be proficient in
training skill’s to train the LN Guard Forces, so demonstrated
instructional ability required. Must be able to write and deliver
training policies designed around the client’s needs and SOP’s. Must be
able to deliver clear and concise lessons to the client and its HQ
staff. Specifically,
- Training and Education
- Conduct operational, HEAT, and threat briefings to National and International Staff.
- Provide GardaWorld Staff and APPF security forces with in-post
training to ensure that minimum proficiency standards are met for the
delivery of Static Site and Mobile Security requirements.
- Track and ensure individual training attendance and completion is
documented and maintained through the period of performance. Ensure
detailed record keeping for all provided training and maintain records
in a ready state for review and audit.
- Conduct security briefings and training for newly arrived permanent
and visiting program staff, and specialized briefings for all staff when
the situation requires.
- Static Site and Mobile Security Management
- Oversee the APPF Static Site Guard Force and Mobile Security Teams.
- Ensure (and develop as needed) APPF Static Site Guard Force and
Mobile Security Teams have responsive, reliable standard operating
procedures for their respective roles and posts, to include Rules for
Use of Force, Rules of engagement, etc.
- Coordinate and monitor the movement and location of AECOM expatriate staff at all times.
- Participate in project activity design from a security/risk assessment/mitigation perspective.
- Provide secure ground transportation for expatriate personnel in the
area of operation. Provide logistic support and manage armored vehicle
transport with drivers to facilitate movements.
- Mentor APPF personnel.
- Provide threat analyses and relevant significant incident reporting
with specific focus on the area of operations and travel for staff.
- Provide staff with briefings on security situation, current threats and restricted areas.
- Maintain and participate in the operational command, control and coordination of AECOM Emergency Procedures.
- Develop Emergency Action Plans, revise and maintain, in consultation
with the Project Risk Manager and AECOM Security Director, all
contingency plans for emergencies, emergency planning documents, files
and policies.
- Control and oversee loss control of AECOM physical assets.
- Access control at AECOM facilities.
- Develop and conduct threat, risk, and vulnerability assessments along with specific mitigation plans.
- Manage, support and advise AECOM staff during and post incident.
- Perform other security and risk management tasks that may be assigned
