WFP Office in Afghanistan is currently seeking qualified candidates for the position of Field Security Officer, specialising in context analysis (consultant), based in Kandahar for an initial period of three months (extension subject to funding availability).
The WFP field security officer specializing in context analysis will report to the Head of Security for Afghanistan and within his/her specialization will be responsible for concentrating on the southern areas of Afghanistan, based in Kandahar. He/she will coordinate and report on the security tasks of the Southern Region (Kandahar Area Office) directly to the Head of Area Office and be administratively managed by the Kandahar Office.
Core security responsibilities:
b. Assist the access teams on a regular basis to apply the context analysis mapping to determine the access strategy in their particular area of operations and coordinate resources, guiding the most suitable partners to implement the plan.
c. Where appropriate lead deep field missions to areas that require further access to be generated or reinforced. Advising on negotiations, leading as appropriate, in order to gain security assurances to enable WFP operations.
d. Support the post mission reporting system; detailing meetings held with who and a summary of the discussion. Any new information concerning the power brokers should be fed back into the mapping and power broker register.
e. Support WFP field offices in developing localized access strategies, operational/action plan, and implementation through advice, coaching and mentoring.
f. Complete short regular reviews (quarterly) of WFP’s Community Acceptance (as a security strategy) through engagement with Access Field Teams, PAT/Field Monitors, CP/Implementation Partners and other key stakeholders. Additionally, complete or commission other bespoke research mini-projects regarding Access and Acceptance
g. Lead coordination of the Security Team’s input into the WFP Afghanistan Access Strategy updates.

- Perform standard security functions; such as advise on MOSS compliancy, SOPs, security planning, security training, field movement, understand the UNSMS, conduct security assessment missions and any other security task requested by the HoS or the UNDSS FSCO.
- Provide support and advice to all WFP LSAs in Afghanistan concerning context analysis and access issues.
- Coordinate with other UN security organizations (DPKO, Department of Safety and Security –DSS-, UN) and military/government counterparts, as required;
- Assist during any security emergency; relocation/evacuation, fire, conflict situation and or any other event which may negatively affect WFP staff and or assets.
- Perform other related duties as required.
- Through a monthly report, advise senior management on the key conflict dynamics in Afghanistan, with particular focus on the Southern areas and how it impacts on WFP.
- In close coordination with UNDSS’s SIOC and using their security statistics and analysis as a baseline, develop weekly, incident specific, monthly and ad hoc analytical products which concentrate on the security dynamics, power brokers, relationships and how they affect WFP in Afghanistan.
- Develop relationships with government bodies, humanitarian agencies and other relevant partners to broaden the analytical network.

Qualifications & Experience Required
- Master degree, ideally PhD level.
- Strong analytical background
- Experience in anthropological/social /access projects in remote and or hostile environments.
- A minimum of five years military/police experience; ideally in the special forces/para/commando/intelligence roles, with experience of independent and or ad hoc operations in the reconnaissance role. Experience of international organizations
- Fluency in English is essential
- Working knowledge of Pashtu is desirable
