Contract Advise and Assist Team (CAAT) Mentor - Afghanistan

Job Summary Advise and mentor the Afghanistan National Security Forces (ANSF) Procurements Agencies and Contracting Staff on a full range of acquisition core competencies to
include, but not
limited to: requirements generation; contract process/procedures; policy generation; contract administration; and, contract inspection and auditing functions. Procurement Mentors shall also be required to work with Procurement Committees and Evaluation Committees, and will additionally be required to assist the ANSF personnel in preparing for the transition of requirements from CSTC-A to the ANSF. The mission may also include the need to assist ANSF officials with the development of acquisition strategies that require both contracted, and organic, solutions. Under no circumstances will procurement mentors perform actions specifically forbidden to contractors in FAR 7.305.
Principal Accountabilities
  • Once in theater, spend their first 15 days in-country at Kabul training with the Procurement Advisory offices.
  • After 45 days in country, provide a bi-weekly Situation Report (SITREP) to the CSTC-A, DCOM-SPO, RSCs, and Procurement Advisor offices. SITREP shall be timely, and as a minimum, include information on recent efforts and current issues. The SITREP shall also contain conclusions, actionable recommendations, planned and achieved milestones.
  • Every 30 days, participate in a meeting with CSTC-A DCOS ANSF Log, RSCs, and Procurement Advisors.
  • Within 30 days become familiar with all Afghanistan Procurement Laws, Decrees, and Policies.
  • Within 1 month, develop an internal work plan to accomplish the statement of work to include strategies that will develop, implement, access, and modify ANSF procurement policies and processes.
  • Within 3 months provide, to CSTC-A DCOS ANSF log, and the RSCs complete, detailed, and accurate flowcharts for ANSF procurement processes and procedures outlined in SOPs. These flowcharts are to be kept up to date and shall be used to develop and implement policies and training.
  • Within 3 months develop or enhance metrics that enable the ANSF procurement staff and CSTC-A, DCOS ANSF Log to measure, assess, and develop courses of action necessary to effectively manage the transition of the ANSF contracted requirements.
  • Support RSCs when issues arise related to ANSF, Zone/Provincial Contracting Cell/Offices, and participates in a weekly RSC update meeting.
  • Train the ANSF on methods of managing and auditing contracts and the procedures for interacting with, and being assessed by a Contract Officer Representative (COR).
  • Train the ANSF Regional Acquisition Personnel on Performance Work Statement (PWS)/Statement of Work (SOW) and Quality Assurance Surveillance Plan (QASP) development and execution.
  • Train the ANSF Acquisition Personnel on Performance Work Statement (PWS)/Statement of Work (SOW) and Quality Assurance Surveillance Plan (QASP) development and execution. Manage the procurement system and data-flow from the ANA Corp Regional Contracting sites to the Ministerial Approval Authorities, and ensure transparency and accountability of funds from contract-award to contract close-out.
  • Provide a critical link to Regional Ministerial Procurement and Finance Advisors in support of efforts to transition contracted requirements from a Coalition Forces to an Afghan lead contracted requirement.
  • Advise and mentor ANSF on how to manage the procurement system and data-flow from ANSF Contracting sites to the Ministerial Approval Authorities, in order to ensure transparency and accountability of funds from contract-award to contract close-out.
  • Provide a critical link to Ministerial Procurement and Finance Advisors in support of efforts to transition contracted requirements from a Coalition Forces to an Afghan lead contracted requirement.
  • Coordinate and conduct computer training classes with ANSF Contracting personnel.
  • Advise and train ANSF Contracting Section personnel in the development of a contracting training program to include written training products such as lesson plans and training plans.
  • Advise and mentor ANSF Contracting Section in its development of contract tracking policies and procedures.
  • Advise and train ANSF Contracting personnel on the methods of continuously improving the efficiency and effectiveness of the vendor pay process.
  • Assist the ANSF Contracting personnel in the development of contract specifications, work statements, and terms and conditions used for procurement of specialized materials, equipment, and services.
  • Advise and mentor ANSF Contracting personnel in their preparing requirement packages, conducting bidder/vendor conferences, analyzing and evaluating proposals, negotiating contract provisions, developing awards, administering contracts, and negotiating and coordinating additions, deletions, or modifications to contracts. Contractor procurement mentors shall not make decisions on behalf of GIRoA with relation to these functions.
  • Assist ANSF Contracting personnel with contract-closeout procedures.
  • Travel to the ANSF Regional Contracting Office within their respective Region, as FPCON permits, to advise and train ANSF Contracting Office personnel.
  • Other duties as required.
Knowledge & Skills
  • Must have strong contract/contract management training and skills
  • Procurement contract experience
  • Contract Statement of Work auditing experience
  • Excellent written and verbal communication skills required.
  • Ability to provide templates and guidelines for creation and implementation of new governmental policies; Information Management staffing procedures; and prior experience assisting and mentoring at senior levels required.
  • Must demonstrate creative problem solving skills and the ability to work independently or as part of a team equally well.
  • Knowledge and experience in program or project management and office automation programs such as MS Office, PowerPoint, Excel, Microsoft Word required.
  • Ability to obtain and maintain a current US Passport.
  • Must possess and maintain qualification for the M-9 pistol.
Experience & Education
  • Former military rank of E7 or above
  • Direct contracting administration and/or contract management experience of at least 10 years.
  • Requires a SECRET Level Security DoD Clearance.
Desired qualifications:
  • Former Contracting Officer and/or Contracting Officer Representative (COR)
  • Contract training experience
  • Experience developing contract requirements, analyzing proposals, negotiating contract provisions, developing awards, contract modification, and contract close-out.


Physical Requirements/Working Environment
  • Location of Assignments (Provinces): All locations are in Afghanistan. CAAT Team Advisor will be located at the Coalition Forward Operating Base (FOB) throughout Afghanistan, serving Operation Control (OPCON) to the corresponding Regional Support Commands.
  • Must meet all physical, medical and other requirements for overseas deployment in accordance with current Department of Defense (DoD) regulations.
  • Required to possess and maintain a qualification on the M-9 pistol.
Travel
  • Travel requirements, within Afghanistan, will vary with assignment.
