Required Competencies
Relevant higher education or applied sciences university qualification, ideally in the field of security management, international relations or a comparable subject;
Several years of relevant professional experience in the field of security management with an organisation, company or governmental institution;
Extensive work experience in emergency projects as Security Manager in post-conflict or conflict environments;
Good knowledge of security strategies and tools;
Good knowledge of risk assessment methodology;
Highly flexible and adaptable to different contexts and environments;
Ability to work collaboratively and build consensus is essential;
Detail oriented, strong analytical skills;
Very strong written and verbal communication skills;
Good knowledge of English is essential.

DESIRABLE COMPETENCIES
Previous experience in Somalia
Knowledge of the Somali context
Good knowledge of Somali language

WORK CONTEXT
In the regions of Puntland, Hiraan, Galmudug, Gedo and Banadir, Cesvi is involved in the mother-child health emergency with activities that ensure adequate access to primary care, the fight against child malnutrition and vaccine campaigns for rural and urban populations. Health actions are integrated with programmes aimed at increasing self-support for families and the resilience to shocks caused by natural or man-made disasters.
For more than two years, in Somaliland, a programme is underway which gives protection, reintegration and psycho-social support to children who have been the victims of conflicts.
In the capital Mogadishu, Cesvi is working on water sanitation, emergency waste disposal and child health and protection.

JOB DESCRIPTION
The collaboration will start asap.
The Consultant will report to the Programme Unit ( Country Representative, Desk/Area Manager) and to the Security Advisor.
The main duty station will be Nairobi with specific missions to Somalia in Cesvi area intervention listed below.
Cesvi works in the following Somali bases: Hargeisa, Garowe, Galkayo, Beletweyne, Mogadishu, Dollow and El Waq. Nevertheless it may be that not all the bases will be assessed depending on Cesvi medium-long term presence and priorities.
The consultant will be responsible for:
  • Risk assessment of each area of intervention;
  • Revision of the security plan in place;
  • Revision of guidelines, protocols, and emergency plans;
  • Support field offices with specific recommendations and measures to improve the security system
  • SOP revision and eventual suggestion on new SOP;
  • Identification of the major risk in the area and vulnerability for NGOs;
  • Risk classification (acceptable/not acceptable);
  • Indication of the risk mitigation measures (calibrated on Cesvi /base/budget/structure);
  • Evaluation of incident/investigation;
  • Final report of the mission with suggestion and recommendation about Cesvi activities in the area.
