Location: Kabul, Afghanistan
Job Summary
Responsible for providing training, advice, and mentoring to Afghan Ministry of Interior (MoI) and Afghanistan National Police (ANP) officials in order to enable these Afghan officials to achieve self-sustaining Afghanistan National Security Forces (ANSF) capable of transparency and accountability of funds belonging to the Government of the Islamic Republic of Afghanistan (GIRoA).
Principal Accountabilities
- Advisory efforts will focus on providing budget formulation/execution and proper use of automated management reports.
- Ensure daily, interpersonal and hands-on practical interaction with Afghan counterparts in their operating environment, subject to ISAF-directed force protection and movement restrictions, in accordance with the requiring activity’s plan of action & milestones for the essential functions of ANSF requirements generation and PPBE.
- Advise and mentor the Afghans on how to build and effectively use sustainable financial management procedures that follow Afghan Law, and Ministry of Finance Policy and Regulation.
- Advise and mentor the Afghans on the establishment and use of internal controls to promote transparency, accountability and organizational processes, thus increasing oversight.
- Advise and mentor the Afghans on the Financial Management organization of the Ministry of Interior.
- Advise and mentor the Afghans on requirements generation to support budget submissions, and budget-based spend plans to support timely budget execution.
- Support professional development plan for budget staff.
- Travel to Mustofiats, field HQs and other field locations as required to mentor and train other Afghan partners.
- Each week, submit a weekly update report to the requiring activity in order to illustrate: progress achieved toward the requiring activity’s plan of actions and milestones; and a plan of action for the coming week that supports the requiring activity’s plan of action and milestones.
- Other duties as assigned.
- Automated data processing knowledge: possess working knowledge of word processing, spreadsheets, graphics presentation, databases, E-mail clients & web browsers, and web content management.
- Bachelor’s degree in economics, finance, business, management or accounting from an accredited institution of higher education.
- Minimum 8 years of relevant experience at a major governmental institution (armed service, ministry, large department)
- Minimum five years of experience in Military Financial Management.
- Former military officer or civilian equivalent at O3 or above, W2 or above, E7 or above with prior supervisory experience.
- Superior writing, computing and communications skills required.
- Experience in program or project management; office automation programs, such as Microsoft Word, Office, PowerPoint, and Excel.
- Must be capable of becoming familiar with areas of ANP logistics, Decree and Policy implementation and ANP financial management procedures and policies.
- Must have a SECRET Level Security DoD Clearance.
- Master’s degree desired.
- Experience in Continuous improvement methodology
- Experience in cross-cultural relationships, team-building and institutional problem solving. Possess skills in communication and relationship building.
- Experience in Middle East or Central Asia operating environments
- Familiarity with requirements generation, requirements prioritization and linking resources to requirements.
- Hands-on experience related to planning, programming, budgeting and execution of funds to support a major component of an organization.
- Hands-on experience with Financial Management Systems
- Must meet all physical, medical and other requirements for overseas deployment in accordance with current DoD regulations.
- Maintain a current US Passport.
- Working environment may be austere with hazards associated a developing nation conflict area.
