The Celestar Corporation has been issued a task order to provide support to the Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL). As a result, we’re looking for a SENIOR POLICE PROGRAM ADVISOR who will be seated in Mogadishu, Somalia. PLACE OF PERFORMANCE
The Senior Police Program Advisor will support, assist, and advise INL in its efforts to develop the capacity of the Somalia National Police (SNP) and other civilian law enforcement entities in Somalia. Hours for this full time position will be the core working days of the Somali Government, Sunday through Thursday with a minimum of 40 hours per week. The Advisor will be on call at all times while in country

PERIOD OF PERFORMANCE
The Period of Performance for this order is one year from the date of award with 4 option years.

BACKGROUND
The Bureau of International Narcotics and Law Enforcement Affairs is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the US Department of State (DOS). The Office of Africa and the Middle East Programs (INL/AME) implements programs throughout Africa and the Middle East that work to build the capacity of the criminal justice sector and strengthen the rule of law.

DUTIES AND RESPONSIBILITIES
The Senior Police Program Advisor will support, assist, and advise INL in its efforts to develop the capacity of the Somalia National Police (SNP) and other civilian law enforcement entities in Somalia.
Assist in assessing SNP’s roles in the Liberian criminal justice system; identify and prioritize areas for reform; work with SNP to design and implement needed reforms.
Provide expert advice, guidance, and leadership with regard to the design, development, and implementation, of police training programs.
Aid the Embassy in developing a long-term USG strategy for law enforcement assistance in Somalia.
Gather necessary information and assist in planning and coordinating activities across program and organizational lines, reconcile conflicting interests, and resolve complex and sensitive issues.
Provide the INL/AME with current analyses and the latest information on issues relating to police reform, police training, and their integration into international efforts; note problem areas and opportunities that merit Embassy attention; suggest courses of action.
Provide commentary and suggestions as appropriate on such areas as police training and institutional reform; assist with donor coordination.
Develop and maintain a close working relationship with INL, the Federal Government of Somalia (FGS), and INL’s implementing partners in order to assist the INL/AME in identifying and resolving issues effecting the administration of police training and development programs.
Communicate with Embassy Country Team members involved in promoting the development of the justice sector.
Assist with keeping police training and reform efforts on track amid constantly changing circumstances by facilitating the interaction between the INL Director and Somali law enforcement and other local officials, United Nations Assistance Mission in Somalia (UNSOM), relevant international partners, and representatives from civil society.
Brief senior U.S. Mission officials, visitors from Washington, NGOs, or international organizations.
Attend conferences and multilateral and regional meetings that relate to the assigned areas of responsibility, as requested by the INL/AME.
Relationships: The Senior Law Enforcement Advisor receives direct government oversight, assignments, and direction from the INL/AME program officer in Washington, in coordination with the Somalia Unit at Embassy Nairobi.

MINIMUM QUALIFICATIONS
A minimum of Ten (10) Years’ experience in law enforcement operations, management, organizational development, planning, and/or training.
Demonstrated experience in police development/reform overseas or other relevant experience overseas.
Demonstrated ability to explain, promote, and defend USG policies to senior law enforcement officials of other nations and the host country and representatives of international organizations.
Demonstrated experience working or coordinating with USG agencies (e.g., USAID, Justice, State, and/or Defense).
Proven ability to exercise a high degree of professional judgment, diplomacy, and tact at all times in order to build successful relationships with Somali partners and the international community.
Experience working on security sector issues in Somalia.
Strong interpersonal skills; proven ability to work well with others.
Excellent oral and written English communication skills.

PREFERRED KNOWLEDGE AND SKILLS
Extensive experience managing and/or directing police development programs overseas.
Knowledge of USG contracting practices and experience in contract oversight.
Experience working with the UNSOM.
A Bachelor Degree from an accredited institution in criminal justice, business administration, organizational development, or other related field or an additional five years of relevant experience in a developing country.

Experience and ability to assess current programs in place and to develop and implement plans for improving the capabilities of the SNP.
Ability to provide objective subject matter expertise on police program management to senior level officials within INL and the U.S. Embassy.
Ability to liaise effectively with contractor personnel, staff members of USG agencies, Somali officials, and international personnel.
Ability to communicate complex program issues and alternatives in a timely and concise manner, both orally and in written form.
