SSCL Area Risk Advisor - Zahle, Lebanon

The Safety & Security Committee for Lebanon (SSCL) is a committee of Local NGOs, International NGOs, United Nations (UN), International Organizations (IO) and Civil Society Non-Profit Organizations who coordinate and share information, resources and training on safety and security in Lebanon.
SSCL Mission Statement: To enhance the safety and security of international and local organizations
operating in the humanitarian, development and civil society sector in Lebanon by fostering awareness and analysis, risk management, information sharing, coordination and best practice.
About the Job
The ARA represents the SSCL to members and clients on a regional level, providing and facilitating member access to the four pillars of the SSCL products and services:
  • Information & Analysis
  • Coordination
  • Training
  • Capacity Building
  • The ARA is also responsible for the management of the regional SSCL office. This includes oversight of local logistics and administration.
Responsibilities
Information & Analysis
  • Manage the SSCL Alert system within the area of responsibility
  • Provide input into SSCL products and develop SSCL products for the area of responsibility
  • Be prepared to support other ARAs in their area of responsibilities
  • Record and track safety and security incidents in their area of responsibility
  • Liaise with SSCL Members, strategic partners and local security forces to obtain security information.
  • Provide Members with credible information and contextual analysis of the local and regional security situation.
Coordination
  • Develop and maintaina relationship with one or more focal points within each member organization within the area of responsibility
  • Facilitate regional coordination meetings including: presenting a regular situation brief, recording minutes of meeting and facilitating member access to SSCL products and services
  • Develop and maintain a liaison relationship with Lebanese Authorities and other Stakeholders in the area of responsibility
  • Conduct operational coordination in the area of responsibility
  • Promote and represent SSCL as a neutral and impartial committee
  • Manage the regional SSCL office, as well as the public perception of the SSCL in the region
  • Refer member requests for Analysis, Capacity Building and Analysis to the SSCL Coordinator
Training
  • Facilitate member access to SSCL, and other organization’s, safety and security training
  • Act as an assistant trainer on SSCL training
  • Provide administrative and logistical support to SSCL training
Capacity Building
  • Facilitate member access to SSCL Capacity Building products and services
  • Act as regional Capacity Builder
  • Support the SSCL Capacity Builder in their role in the area of responsibility
  • Identify opportunities for coordination and training in their region
Logistics and Administration
  • ARA is responsible for all SSCL logistical and arrangements in their area of responsibility, this is done in cooperation and support of the SSCL Grant-holder
  • Be familiar with all SSCL Grant-holder policies and procedures and ensure the regional office is compliant
  • Foster a healthy and cooperative relationship with the SSCL Grant Holder in the area of responsibility.
About you
To be successful in this role you must have: 
  • Excellent understanding of the Lebanon context
  • Be fluent in written and spoken English as the working language of the SSCL
  • Be geographically flexible, with an ability to travel throughout Lebanon for a significant period of time
  • Possess a Lebanese Drivers license for minimum two years
  • Be prepared to work irregular hours and days in response to critical incidents
  • Strong leadership, management, planning, analytical, interpersonal, and communication skills
  • Ability to quickly adapt and innovative methods of communication with new technologies
  • Excellent initiator, able to manage multiple tasks
  • Able to work under pressure and good at timely decision making
  • Excellent written and spoken Arabic, French is desirable
  • Competent in Microsoft Office and an interest in the potential of new and social media
  • Knowledge and/or experience in conflict management, protection, or other related field
  • Excellent professional approach and strong team building skills
  • Strong coordination and representation skills and well versed in convincing and clarification of views and points
  • Embraces culturally diversity and highly tolerant
  • A sense of humor is absolutely mandatory
  • Ideally you will also have relevant bachelor combined with 3 to 5 years of experience in information collection, analysis and distribution to relevant to humanitarian, development or government policy and operations. Familiarity with UN, INGO, Lebanon or Donor security management systems highly desirable.
Additional Information
DRC will offer the successful applicant a 3 months contract, renewable dependent on both funding and performance.
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National staff. This position will be placed at level C1, equivalent to 1505 USD per month.
