Job Summary
The Physical, Personnel, Special and Industrial Security Administrator (PPS&I;) assists, monitors and advises on all aspects of security activities. The PPS&I; ensures the safeguarding of personnel, property and classified information through the implementation of security procedures in compliance with the National Industrial Security Operating Manual (NISPOM), Intelligence Community Directives (ICD) and Corporate policies. The PPS&I; also implements and monitors those industrial security procedures as affected in accordance with the NISPOM, company policies and procedure and
government directives; manages the procedures to obtain new industrial security clearances, National Agency checks and background checks or continuation of current clearances for employees in accordance with the NISPOM and contractual requirements; and obtains industrial security related records.

Principal Accountabilities
Physical Security Responsibilities include:
  • Coordinates, implements and ensures that proper industrial security procedures are followed in accordance with the NISPOM, ICDs, DynCorp International (DI) Standard
  • Operating Procedures (SOP), DOD and other applicable Government Sponsor Regulations.
  • Acts as an advisor to management on physical security problems to ensure compliance of this and all other applicable government sponsor regulations.
  • Controls access to facilities through the oversight of physical security systems including: badging, access control, CCTV, and alarms. Oversees maintenance, installation, upgrading, and servicing of systems.
  • Recommends approval for the handling/storage/transmission/destruction of classified and sensitive unclassified matter after assuring that all security measures have been implemented and are consistent with government and company security regulations and policies.
  • Serves as company representative for incident response. Performs investigative follow-up and assigns responsibility for corrective action.
  • Serves as the communication security (COMSEC) custodian and maintains accurate accountability of COMSEC items both classified and unclassified through the Distributed Infosec Accounting System (DIAS).
  • Manages DI Report Exec Incident Reporting System. Evaluates reports for conformance to standards.
  • Conducts physical security inspections and facility assessments to review security procedures and provide recommendations.
  • Prepares and maintains detailed records pertaining to control of classified matter, safes, keys, personnel clearances, badges, etc.
Special and Industrial Security Responsibilities include:
  • Interfaces with appropriate government agencies relating to industrial security
  • Conducts COMSEC inspections to ensure compliance with NSA procedures
  • Contact point for the program security
  • Reviews and investigates non-compliance security issues
  • Investigates and eliminates unsafe or unethical security practices
  • Designs and implements policies and strategies for security, including but not limited to, internal investigations, contract guard force management and operational security (OPSEC)
  • Reviews contract documents; provide guidance and inputs to assist in preparing proposal for classified contracts
  • Prepares and submits sponsorship documentation to the Defense Security Services for facility clearances
  • Provides physical audits of site(s) based on developed standards, and provides recommendations based on findings; provide project management written documentation upon completion of reviews
  • Provides consulting support and makes recommendations to site management regarding appropriate timely and necessary improvements or in implementing contractual requiremen
Knowledge & Skills
  • Working knowledge of National Industrial Security Program, Intelligence CommunityDirectives and associated industrial security regulations, policies and laws.
  • Demonstrated proficiency with industrial security laws
  • Knowledge of Electronic Personal Security Questionnaire (EPSQ); Distributed INFOSEC Accounting System (DIAS); JPAS; and Scattered Castles
  • Excellent communication, effective leadership and interpersonal skills
  • Proficiency in using the internet
  • Knowledge of various computer software (ex: PeopleSoft, Word, Excel, etc.).
  • Excellent oral and written communications skills are required for correspondence, reports, briefings, and procedures, good verbal and listening communications skills
  • Knowledge of badging, access control and CCTV systems. Understanding of technical requirements related to office security installations and monitoring and security industry best practices
  • Current Top Secret Security Clearance with SCI eligibility
Experience & Education
  • Bachelor’s degree in an associated discipline. Two years experience in security may be substituted for each year of the four years of college.
  • Minimum of six years’ experience in within DoD or equivalent USG Agency required with operational experience preferred
  • Two to four years experience working in business/program management or industrial security management for a government contractor is highly desirable.
Physical Requirements/Working Environment
  • Works in a normal office environment with controlled temperature and lighting conditions
  • Ability to lift 50 pounds
  • Requires ability to stand, sit, climb a ladder, and walk to conduct physical security inspections
Travel
Requires occasional overseas travel; sometimes to austere contingency environments
