Senior Corrections Advisor

Job Responsibilities:
The Senior Corrections Advisor will provide technical corrections expertise on behalf of INL and advise the Ministry of Justice (MOJ) and the Bureau for Corrections and Rehabilitation (BCR) on ways to reform the corrections/prisons system in a way that complies with the UN’s Standard Minimum Rules for the Treatment of Prisoners.

The Senior Corrections Advisor will:
Serve as INL’s corrections subject matter expert in Liberia;
Train and mentor Liberian corrections officials;
Advise the INL Director in Monrovia and INL Liberia Program Officer on the design and coordination of corrections programs for Liberia in concert with other U.S., international, and
Liberian law enforcement and criminal justice programs and;
Provide subject matter expertise and policy analysis to INL staff and Liberian corrections officials, including, but not limited to, corrections personnel training and curriculum; prisoner classification; prison administrative procedures and information systems; prisoner reintegration, rehabilitation, and disengagement programs including, vocational and educational opportunities; prison census and files; human rights issues related to prisoner incarceration; strategic planning and budgeting; development of correctional capacities and institutions; and refurbishment and/or construction of correctional facilities and activation plans;
Organize and participate in meetings, seminars, and exercises to develop plans/programs for implementation of corrections assistance in Liberia and improve overall capacities to effectively modernize existing institutions;
Prepare background materials, talking points, updates, and reports used by INL in preparing reports, speeches, briefings, and testimony to articulate INL engagement on Liberia’s corrections system and aspects of corrections reform;
Participate in and/or lead assessments – as requested by INL – of current Government of Liberia (GOL) corrections systems and U.S. program efforts and impact; brief those assessments to senior INL and interagency officials; and, on the basis of those assessments, propose future activities and/or remedial actions;
Develop close working relationships with relevant GOL and UN Corrections Advisory Unit (CAU) counterparts and relevant national and international NGOs, including International Committee of Red Cross, and relevant international actors, including the UN Office on Drugs and Crime;
Perform site visits and assess various prisons and detention centers throughout Liberia;
Participate, as needed, at domestic and international conferences on GOL corrections reforms;
Participate in outreach activities with domestic and international law enforcement communities to increase awareness of INL programs and policies and solicit greater cooperation and participation;
Supervise additional corrections technical experts if additional positions are added to this Task Order in the future;
Establish effective professional relationships with upper level GOL officials, including but not limited to: the MOJ, the Office of the Solicitor General, the judiciary, and the BCR, Prison Fellowship, UN CAU;
Coordinate regularly with the INL Director in Monrovia, including providing updates on programmatic problems and developments;
Maintain extensive knowledge of justice sector actors, entities, and Liberian law;
Understand and interpret GOL policies, procedures, and directives in relations to the Corrections arena.
Communicate regularly with the INL Director in Monrovia and coordinate efforts with the CO and/or COR, in order to make certain such effort remains within policy objectives as determined by the U.S. Ambassador to Liberia.
May work in Monrovia or in other parts of Liberia. Shift work may be assigned.
Qualifications:

Required Qualification
U.S. Citizenship;
Ability to possess/maintain MRPT certification;
Must have a total of not less than 15 years professional work experience:
At least 10 years’ experience in corrections operations, management, organizational development, planning and/or training, 2 years of which must have been at the rank of assistant warden (or equivalent) or higher.;
At least 4 years’ experience in other senior management roles responsible for strategic planning, resource management, and budgeting.
Graduation from a certified state or federal corrections or probation officer training academy;
A bachelor’s degree from an accredited college or university. Individuals without a degree but with at least five years of corrections management experience at the rank of warden (or equivalent) or higher will be considered;
Knowledge and experience dealing with organized criminal groups operating in a prison environment;
Superior interpersonal skills;
Superior writing and communication skills;
A mission-oriented perspective;
Demonstrated capacity to seek out and establish relationships with stakeholders within the U.S. Government, foreign governments, and/or NGO community and effectively coordinate with government and non-government actors to achieve concrete results, particularly in challenging environments;
Ability to adapt to changing circumstances and to brief senior level policy-makers; and
Ability to be medically cleared to serve on contract.

Desired Qualifications:
One or more of the following work experiences:
Experience working on development or related programs in active-insurgency/conflict/post-conflict environments;
Experience working in Liberia or elsewhere in West Africa;
Experience working with U.S. government agencies (e.g., Department of State, Justice, Defense, USAID) abroad;
Experience/expertise developing corrections reform programs, especially in an international environment.
