Job Description Responsible for the security oversight of Fluor and Fluor sub-contracted personnel. Supervises Security elements and ensures corporate and project management directives are adhered to. Performs, develops, implements and administers Physical and Operational Security programs, security education, security procedures and physical controls within Fluor occupied sites/facilities to ensure compliance with company and government regulations and requirements. Responsible for oversight and ensuring continuity of all security operations within assigned AO to include the focal point for all force protection and routine security issues. Coordinates and interfaces with client and other government agencies to include host nation agencies. Develops AO threat assessments and implements Fluor personnel and asset Anti-Terrorism and Force Protection plans. Executes internal security controls through performance of compliance assessment reviews and self inspections. Identifies deficiencies, develops and implements corrective action. Communicates results to security management and customers. Provides oversight, protection and response for violations of company ethics policy, both inside and outside to the enterprise, to include, but not limited to, dishonesty, fraud and conflict of interest, and other issues related to workplace violence, antisocial behavior (making threats, engaging in sexual harassment, etc.), gambling and sabotage. Provides support as required to
business continuity operations. Conducts auditing within the security clearance department to ensure compliance with client policies and procedures. Provides oversight and general asset protection for the company to include vital intellectual property used in e-commerce. Provides oversight, review, audit, surveys, and recommendations concerning security training, security awareness, residential security, office and project security, airport security, vehicular movement and route selection, counter surveillance and threat assessments in an overseas location. Provides support as required to corporate crisis management program. Maintains work schedules, routes, and rotations for employees, subcontractor and/or labor broker personnel. Trains and briefs subordinate security personnel and outside departments. Investigates cases as directed.

Security direct responsibilities include, but are not limited to: 1) Force Protection / Threat & Vulnerability Assessments and tracking matrices relevant to: Sites, FP Projects, Ground Movements, HLZ''s, Off the FOB missions, Water Points, Wells, Water Trucks, Water Storage Tanks, Food Storage Areas, AHA''s etc. 2) Security Briefs relevant to: NIPSOM, OPSEC, Ground / Air Movements, Outside the Wire missions, Austere Locations, Perimeter Work, etc. 3) Loss Prevention / Physical Security.

Frequent travel may be required.

Position may be located in a war zone in a contingency environment with harsh and dangerous working and living conditions, including lifting and carrying 40 pounds of personal protective equipment for extended periods of time. To ensure safety, health, and security measures within the contract are met, all employees shall be literate in English (read, write, speak and understand).

Living conditions on the project are most likely austere. The most austere sleeping may be in environmentally conditioned tents on “Army type” cots. Restrooms and showers may be 250 feet or further from sleeping quarters. Laundry service for 15 pounds twice per week is commonly provided. Meals are provided at regular intervals in cafeteria or “dining facility” style environment. Living area will most likely have constant hum of generators or similar equipment nearby.



Basic Job Requirements Bachelor’s Degree in a related field, or equivalent combination of education and experience, and 8 years directly related experience is required. Elevated criminal background screening applies. Must have or be able to obtain Secret Clearance.

Must be knowledgeable of anti-terrorism force protection (ATFP) procedures and practices. Ability to identify and develop security recommendations, interpret and implement established policies and procedures into practice. Experience conducting formal inquiries regarding fraud & loss or any criminal act or violations. Must have knowledge of basic interview and investigative techniques and written reports as related to security incidents.
