POSITION/SCOPE WITHIN THE ORGANIZATION
This position reports directly and functionally to the Country Director
Purpose of The Job
The Security Manager is expected to provide overall security and safety expertise, standards practices, response and support of security and safety across FH South Sudan with the support of the Country Director the Security Manager is responsible to ensure appropriate development and adherent of organizational and operational priorities for Security and Safety in FH South Sudan. The goal is to create and maintain industry standard excellence in security practices, crisis management, safety and prevention of critical incidents and risk management for this field. The Security Manager will help facilitate standards, resources and training that are in the best interest of FH South Sudan leadership and individual staff members.
Skills/Requirements
Duties include the following. Other duties may be assigned and percentages are approximate.
Key Result #1 - Support the implementation of organizational security strategies and processes and provide Security related operational support to the field (FH MOSS) (50%)
Understand and implement FH’s security standards and protocols as well as donor regulations in relation to security.
Facilitate the development of location-specific security plans according to FH standards.
Conduct risk assessments as well as program specific security assessments on an ongoing basis.
Review and update security plans on a quarterly basis.
Develop, implement, and monitor staff compliance to standard operating procedures.
Ensure drivers are adhering to safety standards and practices
Conduct post incident analysis and adjust SOPs where needed
Develop and regularly review contingency plans for evacuation, medical, and communications.
Monitor potential and present emergencies and keep the Country Director informed of potential events, including response management options.
Conduct trainings and schedule drills that include: driver safety, travel, communications, emergency response, security and other related topics.
Collect and compile security information to provide a trend analysis quarterly.
Submit all incident reports to the Country Director and Global Security.
Provide weekly security briefing to staff
Develop and conduct security inductions for all incoming staff
Conduct visitors’ security briefing
Conduct staff travel assessments
Ensure the staff, and offices are compliant to FH’s MOSS and duty of care standards and procedures.
Key Result #2 – Influence and Leadership. Advise, monitor, and coordinate with leadership, all departments and the field on security related issues (30%)
Responsible for all security decisions when the CD is out of the country.
Active participation on the (FH) South Sudan senior leadership team (SLT).
Devise strategies and tools for enabling safe programming and access to beneficiaries.
Work with Country Directors and State Coordinators to ensure that security training and resources are include in new funding proposals.
Provide leadership and guidance on safety and security matters.
Represent FH in security forums.
Build the capacity of program security focal points.
Conduct security audits at each field location.
Assist state coordinators with feasible solutions of compliance for security protocols.
Coordinate with the Program Director in ensuring security protocols are adhered to in regular programming.
Key Result #3 – Advise, monitor, manage and coordinate internally and externally with all departments and the field on security related issues (20%):
Develop relationships and take part in platforms of interagency security forums on relevant security issues.
Ensure the FH offices and team guest houses have appropriate protection measures in place
Manage all guards and liaison with the guard company on FH’s standards and expectations.
Ensure all vehicles have first aid kits and required equipment in coordination with the Logistics Manager.
Develop working communications systems and enforce regular usage and upkeep.

Vibrant personal relationship with Christ
A minimum of 3 years of experience working in security or safety, preferably with an INGO, law enforcement, military, or in emergency response.
Of this, at least 2 years NGO safety and security management experience
Bachelor's degree in a relevant field
Basic knowledge of HF radio communications, satphones, and cell phone burst messaging
Experience developing and implementing NGO safety and security policies and procedures
Strong assessment and analysis skills
Strong report writing skills
Demonstrated ability and desire to train and build capacity of expatriate and national staff.
Willingness to travel frequently.
Must be willing to work for extended periods of time in challenging and rigorous conditions.
Ability to plan, manage and complete projects and work under little supervision
Strong people skills
Strong organizational skills
Ability to think clearly and work well under pressure.
Fluency in spoken and written English.
Proficient in MS Office Suite
Able to lift up to 25 pounds on a regular basis
Able to do repetitive hand motions on a keyboard for up to 4 hours per day

Education and/Experience
Bachelor's degree (B. A. or B.S) from four-year College or university and 3 years related experience; or equivalent combination of education and experience. Of this experience, at least two years experience in NGO safety and security management. International experience living as an expatriate in a developing country strongly preferred.

Language Skills
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Proficiency in spoken and written English. Speaking/writing ability in Spanish, Portuguese, and/or French is preferable, but not required.
