Dexis is seeking qualified M&E professionals for the Task Order: Program Evaluation and Monitoring Services Lebanon Security Assistance Program. The purpose of this task order is to undertake a program evaluation of Department of State-funded security assistance programs in Lebanon. To ensure a comprehensive evaluation of State assistance, the team will coordinate and collaborate closely with the Bureau of Political Military Affairs, Office of Plans, Policy, and Analysis (PM/PPA), which will be managing this evaluation and parallel monitoring and evaluation efforts of its security assistance programs.
Responsibilities and Scope of Work:
The evaluations specialists will conduct a mid-term performance evaluation, to be completed no later than six months after the contract award, and providing PM and NEA Bureau stakeholders an opportunity for mid-project course correction, guidance and direction. This evaluation should focus
on the following questions:
What impact, if any, has our security assistance had on Lebanon’s capacity for satisfying USG program objectives?
Has security assistance been effective in addressing USG program objectives?
Is security assistance provided by the USG being used effectively by the host government?
Were there any unintended consequences of our security assistance? Were the consequences negative or positive?
What factors explain the intended and unintended consequences of the project?
What project activities should be sustained, if at all?
What lessons can be learned from the project experience?
This evaluation will involve a desk study, development of the evaluation methodology, interviews, field visits, report development, and other activities as determined by the methodology.
Qualifications:
The evaluation will require the:
Services of 4 evaluators to conduct the mid-term evaluation for 40-60 days each.
Services of 2-8 technical experts in military capabilities for up to 20 days each.
Advanced graduate degree in social or military sciences required; PhD encouraged.
Minimum of 12 years of professional experience in designing, implementing, monitoring and evaluating, and managing security programs.
Minimum of 7 years international development programming experience.
Minimum of 5 years of experience in designing and implementing performance evaluation projects and programs.
Minimum of 5 years of experience working in the region on security issues.
Minimum of 5 years of experience in the assessment of military capabilities, strategic planning, military requirements planning, and security assistance.
Field experience working in developing countries required.
Knowledge of Lebanese armed forces requirements and operational capabilities, or other relevant expertise.
Experience implementing participatory approaches including engagement of youth preferred.
Demonstrated leadership and strong interpersonal skills.
Strong writing and oral presentation skills.
Familiarity with policies and procedures relating to U.S. Government funding.
Fluency in written and oral English is required.
