Corrections Adviser - Nyala Darfur Sudan

This position is located in the African Union/United Nations Hybrid Operation in Darfur (UNAMID), Rule of Law Section, Prison Advisory Unit. The Corrections Officer reports to the Head of the Prison Advisory Unit or his/ her designate, under the supervision of the Chief, Rule of Law Section.

Responsibilities
Within limits of delegated authority, the Corrections Officer may be responsible for the following duties:
• Participate in the development and implementation of UNAMID’s strategies related to strengthening and development of all aspects of the prison system, including: the application of applicable international standards, development and implementation of strategic planning processes, review and development of legislation, rehabilitation of facilities, management of prisoners and staff, management of critical strategic and operational issues, support of the development of effective linkages with police and courts by advising, coaching and mentoring national counterparts, facilitation of access to training, and support of strategic planning processes.
• Establish and maintain contacts and effective relations with national government officials and civil society representatives (including counterparts in the Ministry of Justice and/or other relevant ministries, police, the courts, women’s groups, non-governmental organizations, diplomatic missions and donors, and the media).
• Build linkages with development partners and donors to ensure seamless transition to long term development support and mobilization of resources where necessary.
• Advise on good prison practice and procedure, including management of critical operational and security issues, and rehabilitation of infrastructure, and prepare outputs such as section reports and assessments, policy documents and guidelines.
• Participate in coordination mechanisms at mission level, maintain close working relationships with relevant components (human rights, police, justice, gender etc.) and UN agencies, and represent the mission as required.
• Perform programmatic and administrative tasks necessary for the functioning of the section, including preparation of budgets, reporting on performance and results, managing and evaluating staff performance, job interviewing and evaluation of candidates.
• Perform other related duties as required.



Training and Development
• Provide training and development advice and guidance to the national prison management personnel, including the development of a national training and development strategy, which includes the development of a national training capacity.
• Conduct training needs and analyses, and develop training and development plans to support a training and development strategy.
• Design, develop and implement corrections training programs (formal and on-the-job training) for all levels of staff, including new recruits, supervisory and management staff, non-uniformed administration staff.
• Develop and strengthen the national staff capacity to design, develop, deliver and evaluate training programs.
• Develop and train national staff in the administration of a staff training and development formal record system.
• Provide regular reports to the UN senior management concerning the implementation of the work program.
• Advise the Deputy Joint Special Representative (DJSR) as to how the UN and the international community might assist national actors, including the national government concerning appropriate training initiatives for strengthening the prison system.
• Perform other functions as are consistent with the mandate provided by the Security Council Resolution and as may be required by the DJSR, relating to corrections.
• Coordinate and manage all UN activities related to training and development of correctional officers.
• Lead and manage the international corrections training experts.
• Participate in the Mission’s Prison Management Advisory Team.
• Supervise and help to develop the skills, competencies and experience of national staff members that the Mission may determine to hire to directly support the work of the Corrections Training and Development Manager.
• Establish and maintain contacts and effective relations with government officials, national prison professionals, international prison training agencies and bilateral/ multilateral donors concerned with strengthening corrections.
• Consult and collaborate regularly with UN agencies, international and national NGOs, bilateral and multilateral donors in relation to support for training initiatives;
• Coordinate with the UN Human Rights Office and other relevant agencies in the delivery of training programs.

Education



An advanced university degree (Master’s degree or equivalent) in law, criminology, social sciences, management or related areas is required. Alternatively, a first-level university degree, in combination with two additional years of relevant academic qualifications and/or additional prison experience in the field of rule of law assistance, may be accepted in lieu of an advanced university degree.



Work Experience



At least seven years of progressively responsible professional experience in prison management or related areas or in the administration of justice is required. This must include a minimum of one year experience providing technical assistance for strengthening the corrections system in a transitional, developmental or post-conflict setting outside the applicant’s country of nationality.



Languages



English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. A working knowledge of other UN official language is desirable.



Assessment Method



Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
