Advisor To Commissioner General of Police (Ex-police experience) - Mali

Summary
Provide useful advice to the Malian Commissioner General of the National Police (CGNP), to provide sound management guidance to help him/her meet lawful objectives and to facilitate meetings and information flow to the police executive and the senior staff.  The adviser shall incorporate into his/her duties the coordination with the Malian NP on all of the security-related aspects of the DOS/International Narcotics and Law Enforcement Affairs Bureau (INL) programs in Mali.  The adviser shall coordinate all activities with the Commissioner, attend regular meetings at the Embassy with the Commissioner, and be responsible for preparing a written monthly report, which not only details activities undertaken, but provides an assessment of challenges and successes to INL programs and the work of the CGNP.
  • Coordinate with and seeks guidance from INL.
  • Plan, organize and develop programmatic initiatives.
  • Advise on issues of strategic planning, including personnel deployments, national police-wide budgeting, etc.
  • Establish effective professional relationships with Senior level Government officials of Mali.
  • Prepare concise and accurate records and reports and keeps INL/NAS regularly informed of programmatic political developments.
  • Maintains extensive knowledge of Police operations.
  • Understand and interpret policies, procedures and directives.

MINIMUM TANGIBLE QUALIFICATIONS:
  • Proficient in English and French, (Level 3/3 French)
  • Bachelor's degree or higher is required.
  • 10 years of law enforcement experience in a police agency including resource management and planning experience.
  • Have held at least the rank of Lieutenant or similar for 2 years.
  • Demonstrated leadership experience in policing.
  • Must satisfy the Standards of Fitness (SoF) for deployability to the most-demanding region of the world for which provides support personnel. These standards of fitness may include general physical, mental, dental health standards, medication requirements, body mass index (BMI) calculations, and current vaccinations for region(s) as applicable. Vaccinations for the appropriate region may be a part of pre-deployment processing.
PREFERRED QUALIFICATIONS:
  • International police experience.
  • Police experience serving a geographical area with a population of at least 250,000
