Job Description:
A Site Security Manager (SSM) acts as the single point of contact regarding security on the project or construction site and is responsible for implementing all aspects of the Construction Security Plan (CSP). Individuals who are contracted to be SSMs will maintain direct contact with the USG Program Manager who will be responsible for project security. All decisions must be approved by USG Program Manager and the COR.
The SSM must have at least ten (10) years' experience in at least one of the following areas of expertise: Construction security surveillance, Technical Surveillance Countermeasures, Industrial or Government security involving counterintelligence, construction quality assurance, or hands on supervisory construction experience. In addition, the SSM must have successfully completed an IC sponsored Site Security Manager Course.
The SSM shall act as a site lead and will be responsible for the overall management and coordination of the contract performance with the Government. This part of his/her job shall not exceed more than half of their total hours.
Roles and responsibilities of the SSM include, but are not limited to:
• The SSM must be a U.S. Citizen and must have U.S. Top Secret (TS-SCI) clearance.
• The SSM shall receive and implement orders or special instructions from the COR or
Accrediting Official (AO) concerning matters which affect the security operations of
the site.
• The SSM will develop Standard Operating Procedures and Special Instructions
governing the surveillance function. These operating procedures must be in
accordance with the ICD 705, the DOD 5105.22-M-Volumes 1, 2, 3 as applicable and
the CSP.
• Ensures the security integrity of the construction site
• Helps to develop and implements a Construction Security Plan (CSP).
• Conducts daily periodic security inspections for the duration of the project to ensure
compliance with the CSP.
• Documents security violations or deviations from the CSP and notifies the AO, which
will be submitted on an excel spreadsheet that will identify the project
name/number; date, month and year along with time of action; the excel
spreadsheet shall be categorize with the type of infraction "'violation or deviation"
and signed by the SSM and the AO and then submitted to COR on a weekly basis. If
there aren't any violations or infractions for that week, submit report stating, no
infractions during that week time frame, which dates should be listed.
• Maintains a list of all workers used on the project; this list shall become part of the
facility accreditation files.
• Implements procedures to deny unauthorized site access.
• Works with the construction firm(s) to ensure security of the construction site and
compliance with the requirements set forth in this document.
• Notifies the AO if any construction requirements cannot be met, which the AO will
immediately report information to the Government Program Manager and the COR
who will provide a decision on final solution or resolution and provide guidance to
the AO.
• Ensures that processes are in place and responsible that all persons, packages,
boxes, crates, vehicles, or other means of introducing material onto the secure
areas are inspected for questionable or prohibited items.
• Possess binocular vision correctable to 20/20 (Snellen) and close vision correctable
to Saiger No. 4 type tests for both eyes.
• Be free of color blindness.
• Have normal fields of vision and good depth perception.
• Receive a physical examination performed by a licensed and American Medical
Association (AMA) certified physician to include medical and drug screening.
