NRC has been working in Afghanistan since end of 2002. Since then some 3 million refugees have returned home – 3 million still remain in Pakistan and Iran. However, the continuing insurgency in Afghanistan has complicated the return making some areas of the country inaccessible and creating new displacement. Many of the returning refugees and internally displaced have no access to land, the title to their land is disputed, or they lack access to their basic civil rights.
Norwegian Refugee Council (NRC) has been assisting Afghan IDPs and Refugee Returnees with Information, Counselling and Legal Aid (ICLA), Emergency NFI/ Temporary Shelter Response, Permanent Shelter and Education since 2003. The Afghanistan programme employs approximately 18 expatriate staff and 450 national staff with a budget in the region of USD 20 million.
The Security Adviser (SA) shall act as focal point by undertaking a security technical quality assurance and support function, ensure predictable access to beneficiaries through close cooperation and coordination with programme, achieved while holding an advisory role to the Country Director (CD). The SA reports to the CD.
Job description:
As part of the senior management team, and by cooperation and supervision of the CD, contribute to the fulfillment of the aims and objectives for NRC presence in Afghanistan and establish a sound culture of security and attitude to risk.
Quality assure that a minimum level of individual and organisational duty of care is sought by establishment of an adequate crisis management preparedness organisation.
Through monitoring, experience and knowledge of the conflict implications to Afghanistan specific, and NRC’s regional response, contribute with, and share information with CD that will introduce added value to the accountability and effectiveness of NRC’s regional and country response.
Contribute to the design, implementation and compliance to NRC Security Management System in Afghanistan, and support the CD in assessment/analysis of politico-social-economical-security information.
Conduct and contribute in performing Security Risk Assessments (SRA) as outlined in the NRC security management policy, or as situation requires, whereby creative thinking and sound judgement results in a effective reduction of risk to NRC while enabling access to beneficiaries. Ensure NRC operations in country are NRC MOSS compliant, adapts and introduces contextual relevant SOP’s and contingency plans.
Report none compliance to NRC MOSS and any deviation from accountable risk management good practice that challenge the set global and country risk tolerance to CD and Security section HQ Advice the CD, and act on the CD’s behalf in implementation of effective mitigating safety and security measures.
Upon request or when observation of critical shortcomings to organisational red lines, risk tolerance, or risk management good practice, undertake MOSS audit, and recommend investigational first steps to disclose breaches of NRC policies to CD and Director of Security. Contribute to establishment and uphold of Country operations red lines and risk tolerance.
Qualifications:
Minimum 4-5 years of relevant experience and relevant education of security management within a humanitarian context.
Experience from working with security risk management in complex and volatile contexts.
Professional knowledge and proven experience in security risk, and critical incident management.
Experience in developing and implementing security management strategies.
Excellent knowledge of humanitarian principles and its application in risk mitigation.
Political and cultural awareness.
Previous experience of Afghanistan is an advantage.
Documented results related to the position’s responsibilities.
Computer skills.
Fluency in English, both written and verbal.
Holder of a valid international driver’s license.
Personal qualities:
Goal - and solution oriented.
Ability to work under pressure, independently and with limited supervision.
Ability and willingness to work and live under difficult circumstances.
Ability and willingness to be mobile.
Ability to inspire and motivate.
Flexible, creative, with a sense of humour.

Given the nature of this position the Security Advisor will be based in NRC’s Office in Kabul with frequent visits to all Field Offices in order to oversee the NRC’s security aspects in the field. Afghanistan’s towns are usually quiet but sometimes relatively insecure. Yet, foreigners can normally move around without harassment or danger, provided they follow security measures in place and respect local cultural sensibilities. Housing in Afghanistan is of a moderate standard and in most field locations is in the same building as the office. Recreational and social facilities are relatively limited.
